       AN  ACT  to  amend  the  education  law, in relation to creating a youth
         employment and career development program and making an  appropriation
         therefor
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 2590-g of the education law is amended by adding  a
    2  new subdivision 13 to read as follows:
    3    13. A. ESTABLISH A YOUTH EMPLOYMENT AND CAREER DEVELOPMENT PROGRAM, AS
    4  FOLLOWS:
    5    (1)  THERE  SHALL BE A YOUTH EMPLOYMENT AND CAREER DEVELOPMENT PROGRAM
    6  ADMINISTERED BY THE BOARD OF EDUCATION. THE PROGRAM SHALL ENCOURAGE  THE
    7  DEVELOPMENT OF PART TIME AND FULL TIME JOBS FOR HIGH SCHOOL STUDENTS AND
    8  GRADUATES,  PROVIDE  STUDENTS  WITH JOB TRAINING, PLACEMENT SERVICES AND
    9  CAREER COUNSELING AND ASSIST  HIGH  SCHOOL  FACULTY  IN  DEVELOPING  AND
   10  IMPLEMENTING  A  CURRICULUM  TO  PROVIDE  STUDENTS  WITH WORK-COMPETENCY
   11  TRAINING.
   12    (2) SUBJECT TO THE PROVISIONS OF PARAGRAPH C OF THIS SUBDIVISION, EACH
   13  HIGH SCHOOL IN NEW YORK CITY MAY HAVE  A  YOUTH  EMPLOYMENT  AND  CAREER
   14  DEVELOPMENT OFFICE STAFFED BY A JOB COORDINATOR, A CAREER SPECIALIST AND
   15  SUCH SUPPORT STAFF AS PERMITTED BY BUDGET ALLOCATIONS THEREFOR.
   16    (3) THE JOB COORDINATOR SHALL:
   17    (I)  ACT  AS  LIAISON  BETWEEN THE DIRECTORS OF ALL EMPLOYMENT-RELATED
   18  PROGRAMS WITHIN THE SCHOOL, INCLUDING  COOPERATIVE  EDUCATION  PROGRAMS,
   19  TRAINING OPPORTUNITIES PROGRAMS AND SCHOOL TO EMPLOYMENT PROGRAMS;
   20    (II) CONDUCT JOB AND CAREER FAIRS;

    1    (III) ORGANIZE FIELD TRIPS TO BUSINESSES AND THE NEW YORK CITY JOB AND
    2  CAREER CENTER;
    3    (IV) WORK CLOSELY WITH THE NEW YORK CITY BOARD OF EDUCATION WORK EXPE-
    4  RIENCE AND TRAINING UNIT; AND
    5    (V)  COMPILE  AND  MAINTAIN  CURRENT LISTS OF ALL JOBS AVAILABLE TO BE
    6  FILLED BY PROGRAM PARTICIPANTS INCLUDING FULL TIME AND PART TIME EMPLOY-
    7  MENT OPPORTUNITIES.
    8    (4) THE JOB DEVELOPER SHALL:
    9    (I) SOLICIT EMPLOYMENT OPPORTUNITIES FOR  HIGH  SCHOOL  STUDENTS  FROM
   10  EMPLOYERS    REPRESENTING    THE    PUBLIC   SECTOR,   PRIVATE   SECTOR,
   11  COMMUNITY-BASED ORGANIZATIONS AND INTERNSHIP PROGRAMS;
   12    (II) ENDEAVOR TO INCREASE INTERNSHIP OPPORTUNITIES AND  DEVELOP  OTHER
   13  WORK-EXPERIENCE PROGRAMS FOR STUDENTS;
   14    (III)  ASSIST PROGRAM PARTICIPANTS IN SECURING FULL TIME AND PART TIME
   15  SCHOOL YEAR AND SUMMER EMPLOYMENT;
   16    (IV) PROVIDE TRAINING IN RESUME DRAFTING AND  INTERVIEWING  SKILLS  TO
   17  PROGRAM PARTICIPANTS;
   18    (V) ASSIST SCHOOL OFFICIALS TO DEVELOP FLEXIBLE ACADEMIC SCHEDULES FOR
   19  PROGRAM  PARTICIPANTS  TO FACILITATE THE COMPLETION OF HIGH SCHOOL WHILE
   20  THE STUDENT IS EMPLOYED;
   21    (VI) ACT AS AN ADVOCATE FOR PROGRAM PARTICIPANTS IF DIFFICULTIES ARISE
   22  IN THE WORKPLACE; AND
   23    (VII) CONTINUE TO PROVIDE JOB PLACEMENT  AND  COUNSELING  SERVICES  TO
   24  PROGRAM PARTICIPANTS ONE YEAR SUBSEQUENT TO GRADUATION.
   25    (5)  ALL  PROGRAM  STAFF SHALL BE EMPLOYED PURSUANT TO APPLICABLE CITY
   26  AND STATE REGULATIONS.
   27    B. EACH SCHOOL OPERATING A YOUTH  EMPLOYMENT  AND  CAREER  DEVELOPMENT
   28  PROGRAM  SHALL  BE  EQUIPPED  WITH AN OFFICE OR CLASSROOM TO ACCOMMODATE
   29  PROGRAM STAFF. THE OFFICE SHALL CONTAIN APPROPRIATE  FURNITURE,  CARPET-
   30  ING,  TELEPHONES,  TELEFAX  MACHINES,  COPYING MACHINES AND OTHER OFFICE
   31  SUPPLIES NECESSARY TO ESTABLISH THE  ATMOSPHERE  OF  A  MODERN  BUSINESS
   32  OFFICE.  THIS  OFFICE SHALL BE OPEN EIGHT HOURS PER DAY, ON A YEAR-ROUND
   33  BASIS, AND SHALL BE USED TO ACCOMMODATE PROGRAM STAFF AND TO  FACILITATE
   34  STUDENT CAREER TRAINING AND COUNSELING.
   35    C. ANY HIGH SCHOOL PRINCIPAL WISHING TO IMPLEMENT THE YOUTH EMPLOYMENT
   36  AND  CAREER DEVELOPMENT PROGRAM IN HIS OR HER HIGH SCHOOL SHALL SUBMIT A
   37  WRITTEN REQUEST TO THE CHANCELLOR OF THE BOARD  OF  EDUCATION  FOR  SUCH
   38  PROGRAM.  THE  CHANCELLOR  SHALL  SELECT  THE  HIGH SCHOOLS IN WHICH THE
   39  PROGRAM SHALL BE IMPLEMENTED. THE CHANCELLOR SHALL TAKE ALL STEPS NECES-
   40  SARY TO IMPLEMENT THE PROGRAM  IN  THE  SELECTED  SCHOOLS  IN  A  PROMPT
   41  MANNER;  PROVIDED,  HOWEVER,  THAT, ONE YEAR AFTER THE EFFECTIVE DATE OF
   42  THIS SUBDIVISION, THE PROGRAM MAY BE IMPLEMENTED IN NO MORE  THAN  THIR-
   43  TY-TWO  NEW YORK CITY HIGH SCHOOLS. WITHIN TWO YEARS AFTER THE EFFECTIVE
   44  DATE OF THIS SUBDIVISION, THE PROGRAM MAY BE IMPLEMENTED IN NO MORE THAN
   45  SIXTY-FOUR NEW YORK CITY HIGH SCHOOLS; AND WITHIN THREE YEARS AFTER  THE
   46  EFFECTIVE  DATE  OF  THIS SUBDIVISION, THE PROGRAM MAY BE IMPLEMENTED IN
   47  EVERY NEW YORK CITY HIGH SCHOOL.
   48    S 2. Section 2590-g of the education law is amended by  adding  a  new

   19    (4) THE JOB DEVELOPER SHALL:

   55  DATE OF THIS SUBDIVISION, THE PROGRAM MAY BE IMPLEMENTED IN NO MORE THAN
   56  SIXTY-FOUR NEW YORK CITY HIGH SCHOOLS; AND WITHIN THREE YEARS AFTER  THE

    1  EFFECTIVE  DATE  OF  THIS SUBDIVISION, THE PROGRAM MAY BE IMPLEMENTED IN
    2  EVERY NEW YORK CITY HIGH SCHOOL.
    3    S   3.  The  sum  of  seven  million  five  hundred  thousand  dollars
    4  ($7,500,000), or so much thereof as may be necessary, is  hereby  appro-
    5  priated  to  the  department  of  education from any monies in the state
    6  treasury in the general fund to  the  credit  of  the  local  assistance
    7  account for purposes of providing for the state's share of the necessary
    8  appropriation  to the board of education of the city of New York for the
    9  operation of the youth employment and career development program  estab-
   10  lished by this act provided, however, that no expenditures shall be made
   11  available  from  this  appropriation for any purpose unless and until an
   12  appropriation to such board of education of the city of New York is made
   13  by such city and then only in amounts matching such moneys paid to  such
   14  board  of  education. Such sum shall be payable on the audit and warrant
   15  of the state comptroller  on  vouchers  certified  or  approved  by  the
   16  commissioner  of education, or his or her duly designated representative
   17  in the manner provided by law. Consistent with the foregoing  provisions
   18  of  this act, no expenditure shall be made from this appropriation until
   19  a certificate of approval of availability shall have been issued by  the
   20  director  of  the budget and filed with the state comptroller and a copy
   21  filed with the chairman of the senate finance committee and the chairman
   22  of the assembly ways and means  committee.    Such  certificate  may  be
   23  amended  form  time  to time by the director of the budget and a copy of
   24  each such amendment shall be  filed  with  the  state  comptroller,  the
   25  chairman  of the senate finance committee and the chairman of the assem-
   26  bly ways and means committee.
   27    S 4. This act shall take effect immediately; provided,  however,  that
   28  the  amendments  to  section 2590-g of the education law made by section
   29  one of this act shall be subject to the expiration and reversion of such
   30  section pursuant to section 34 of chapter 91 of the  laws  of  2002,  as
   31  amended,  when  upon such date the provisions of section two of this act
   32  shall take effect.
