STATE OF NEW YORK ________________________________________________________________________ 3491 2023-2024 Regular Sessions IN SENATE January 31, 2023 ___________ Introduced by Sen. WEIK -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the public authorities law, in relation to establishing a home heating oil rebate program; and providing for the repeal of such provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The public authorities law is amended by adding a new 2 section 1885 to read as follows: 3 § 1885. Home heating oil rebate program. 1. The authority is hereby 4 authorized to establish and administer a home heating oil rebate 5 program. The authority shall be responsible for gathering all necessary 6 residential customer purchase data from all registered home heating oil 7 dealers in the state. 8 2. The authority shall have the responsibility of distributing rebate 9 checks to residential home heating oil customers. Such rebate shall be 10 in the amount of one dollar per gallon, up to a limit of five hundred 11 gallons, of number two heating oil purchased between the dates of July 12 first, two thousand twenty-three and June thirtieth, two thousand twen- 13 ty-four. 14 3. The authority shall promulgate rules and regulations for the admin- 15 istration of a home heating oil rebate program established pursuant to 16 this section, including but not limited to eligibility criteria, appli- 17 cation procedures, and documentation and compliance requirements for the 18 program. 19 § 2. This act shall take effect immediately and shall expire December 20 31, 2024 when upon such date the provisions of this act shall be deemed 21 repealed.
