STATE OF NEW YORK ________________________________________________________________________ 2463 2025-2026 Regular Sessions IN SENATE January 21, 2025 ___________ Introduced by Sens. LIU, JACKSON -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to requiring that instruction in public schools aligned to the Culturally Responsive- Sustaining Education Framework The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The education law is amended by adding a new section 801-b 2 to read as follows: 3 § 801-b. Instruction related to Culturally Responsive-Sustaining 4 Education. 1. Instruction aligned to the Culturally Responsive-Sustain- 5 ing Education (CRSE) Framework is required for all pupils in public 6 schools in order to affirm cultural identities; foster positive academic 7 outcomes; develop students' abilities to connect across lines of differ- 8 ence; elevate historically marginalized voices; and contribute to indi- 9 vidual student engagement, learning, growth, and achievement through the 10 cultivation of critical thinking. 11 2. Subject to ongoing appropriation, the commissioner shall update 12 learning standards on an ongoing basis and provide technical assistance 13 and resources to aid public schools in providing such instruction which 14 shall include but not be limited to: the history of diverse groups 15 across race, social, class, gender, language, sexual orientation, 16 nationality, religion and ability; the history and civic impact of Asian 17 American, America's Indigenous Peoples, African American, Muslim Ameri- 18 can, Hispanic, Latinx and Caribbean Americans, and the Holocaust. 19 § 2. This act shall take effect on September 1, 2026. Effective imme- 20 diately, the addition, amendment and/or repeal of any rule or regulation 21 necessary for the implementation of this act on its effective date are 22 authorized to be made and completed on or before such effective date.
