        Introduced  by  Sen.  GOLDEN -- read twice and ordered printed, and when
          printed to be committed to the Committee on Children and Families
        AN ACT to amend the executive law and the  New  York  city  charter,  in
          relation  to  directing the office of children and family services and
          the New York city administration for  children's  services  to  submit
          annual  reports  concerning  information related to children served by
          their respective programs
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section 1. Section 501 of the executive law is amended by adding a new
     2  subdivision 17 to read as follows:
     3    17.  To  submit  a  report  to  the  governor, the chair of the senate
     4  committee on children and families and the chair of the assembly commit-
     5  tee on children and families concerning information related to  children
     6  served by the office of children and family services.  Such report shall
     7  be  submitted by January thirty-first of each year. Such report shall be
     8  available on the office of children and family services website by March
     9  thirty-first of each year and shall provide information on the following
    10  for the preceding calendar year, or for the  nearest  measurable  twelve
    11  month period, including, but not limited to:
    12    (a) number of individuals entering assistance;
    13    (b) number of individuals exiting assistance;
    14    (c) number of transfers between facilities;
    15    (d) number of participant runaways;
    16    (e) adoption rate;
    17    (f)  number,  location and living arrangements of participants who are
    18  aging out of assistance;
    19    (g)  number,  location  and  living   arrangements   of   participants
    20  discharged to kinship care;
    21    (h)   number,   location   and  living  arrangements  of  participants
    22  discharged through adoption;
         EXPLANATION--Matter in italics (underscored) is new; matter in brackets
                              [ ] is old law to be omitted.

     1    (i) number and location of participants discharged due to sentence  in
     2  jail or prison;
     3    (j)  number of participants enrolled in an educational program and the
     4  type of program;
     5    (k) number, location and living arrangements of participants diagnosed
     6  with mental health issues and/or placed in facilities for mental health,
     7  substance abuse or any other treatment; and
     8    (l) number of participants with juvenile justice involvement  and  the
     9  type of involvement.
    10    §  2.  Subdivision  f  of section 618 of the New York city charter, as
    11  added by local law number 61 of the city of New York for the year  2010,
    12  is amended and a new subdivision g is added to read as follows:
    13    f.  plan, develop, conduct and supervise programs, including diversion
    14  and aftercare for previously detained juveniles, for the  prevention  of
    15  juvenile  delinquency  and  juvenile  crime  and  for  youths  arrested,
    16  charged, adjudicated or convicted  of  having  committed  delinquent  or
    17  criminal  acts,  and conduct research and demonstration projects related
    18  thereto[.];
    19    g. submit a report to the governor, the chair of the senate  committee
    20  on  children  and  families  and  the chair of the assembly committee on
    21  children and families concerning information related to children  served
    22  by the New York city administration for children's services. Such report
    23  shall  be  submitted  by  January thirty-first of each year. Such report
    24  shall be available on the New York city  administration  for  children's
    25  services  website  by  March thirty-first of each year and shall provide
    26  information on the following for the preceding calendar year, or for the
    27  nearest measurable twelve month period, including, but not limited to:
    28    (i) number of individuals entering assistance;
    29    (ii) number of individuals exiting assistance;
    30    (iii) number of transfers between facilities;
    31    (iv) number of participant runaways;
    32    (v) adoption rate;
    33    (vi) number, location and living arrangements of participants who  are
    34  aging out of assistance;
    35    (vii)   number,  location  and  living  arrangements  of  participants
    36  discharged to kinship care;
    37    (viii)  number,  location  and  living  arrangements  of  participants
    38  discharged through adoption;
    39    (ix) number and location of participants discharged due to sentence in
    40  jail or prison;
    41    (x)  number of participants enrolled in an educational program and the
    42  type of program;
    43    (xi) number, location and living arrangements  of  participants  diag-
    44  nosed  with  mental  health  issues  or  placed in facilities for mental
    45  health, substance abuse or any other treatment; and
    46    (xii) number of participants with juvenile justice involvement and the
    47  type of involvement.
    48    § 3. This act shall take effect immediately.
