DILAN, ADAMS, BRESLIN, DIAZ, HASSELL-THOMPSON, KRUEGER, MONTGOMERY, ONORATO, PARKER, SAMPSON, SAVINO, SCHNEIDERMAN, STAVISKY -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Government Operations AN ACT to amend the public officers law, in relation to permitting employees of the state to be excused from work to donate blood THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. The public officers law is amended by adding a new section 2 71-a to read as follows: 3 S 71-A. EMPLOYEES OF THE STATE; BLOOD DONATIONS; TIME EXCUSED. THE 4 EXECUTIVE OFFICERS OF EVERY PUBLIC DEPARTMENT, BUREAU, COMMISSION, OR 5 BOARD OF THE STATE ARE AUTHORIZED AND EMPOWERED TO GRANT TO ANY EMPLOY- 6 EES UNDER THEIR SUPERVISION A PERIOD OF EXCUSED TIME NOT TO EXCEED THREE 7 HOURS FOR THE PURPOSES OF DONATING BLOOD. A SUPERVISOR OF ANY SUCH 8 EMPLOYEE MAY REQUIRE THE EMPLOYEES TO PROVIDE WRITTEN SUBSTANTIATION 9 FROM A DONATION CENTER OR ENTITY COORDINATING DONATIONS THAT THE EMPLOY- 10 EE ACTUALLY DONATED BLOOD DURING THE EXCUSED ABSENCE. SAID EMPLOYEE 11 SHALL NOT BE ALLOWED TO BE SUBJECT TO A LOSS OF COMPENSATION FOR SUCH 12 PERIOD OF EXCUSED TIME. 13 S 2. This act shall take effect immediately.
