Senate Resolution No. 1665 BY: Senator AKSHAR CONGRATULATING Marcia E. Miller upon the occasion of her retirement after many years of distinguished service to the New York State Senate WHEREAS, It is the custom of this Legislative Body to recognize and commend those individuals of outstanding purpose whose lives have been committed to public service and the pursuit of excellence in the conduct of the legislative process in this noble Empire State; and WHEREAS, Attendant to such concern, and in full accord with its long-standing tradition, this Legislative Body is justly proud to reflect upon those extraordinary individuals who have made everlasting contributions on behalf of their fellow men and women and have left their mark on this great Empire State; Marcia E. Miller is one such individual; she truly devoted her life to serving her government with integrity and commitment for the sole purpose of serving the needs of others; and WHEREAS, Marcia E. Miller began her illustrious career in public service in July of 1997 as the Regional Assistant to New York State Senator Thomas W. Libous; she also served as the Senator's Communication Assistant until April 1, 2009; and WHEREAS, This extraordinary woman went on to serve as a BOOKS Program Specialist for Senator Libous from April 1, 2009 until November 2, 2015, before becoming its Program Specialist for Senator Fred J. Akshar from November 3, 2015 to August 9, 2017; and WHEREAS, The BOOKS Program was created by former Senator Tom Libous in 2000 as a reading program designed to reward elementary through high school students for time spent reading; in 2017, Senator Akshar refocused the program to give local libraries more resources and flexibility to meet the needs of their individual communities; and WHEREAS, On August 10, 2017, Marcia E. Miller began her tenure as Senator Akshar's Communication Assistant, the esteemed position from which she officially retired on May 3, 2021, after more than two decades of steadfast and unwavering commitment to the New York State Senate; and WHEREAS, Prior to serving the New York State Legislature, Marcia E. Miller served as both a Trustee and the Mayor of the Village of Greene, New York, while also working at Chenango Carpet and Furniture in Smithville Flats, New York; and WHEREAS, Furthermore, she owned and operated Cover Girls Wallpapering and Genesee St. Wines and Liquors for many years; and WHEREAS, A true asset to her community, Marcia E. Miller gave tirelessly of her time and energies as Regional Advisor to both Assemblyman Daniel Fessenden and Assemblyman Gary Finch, as well as Greene Picnic Association Director and Greene Bowling League Treasurer; and WHEREAS, In addition, she served as a Greene Boy Scout and Girl Scout Leader, Greene Community Nursery School Treasurer and Vice President, as well as Greene PTA Treasurer and Vice-President; and WHEREAS, A woman of indomitable faith and dedication, Marcia E. Miller served as Treasurer and Finance Chairman for the United Methodist Church, and currently serves on the United Methodist Church Administrative Board and as its Community Volunteer coordinator; and WHEREAS, For more than 20 years, Marcia E. Miller rendered faithful, conscientious and valuable service to the New York State Senate, earning the admiration, esteem and affection of her colleagues; and WHEREAS, With her throughout have been her husband, Byron, and their two children Sean and Rachel, all of whom feel privileged to be a part of her life and rejoice in her achievements; and WHEREAS, Rare indeed is the occurrence of such a compassionate blending of strength, leadership, intellect, and commitment as that demonstrated by Marcia E. Miller over a lifetime of sacrifice and dedication to others; now, therefore, be it RESOLVED, That this Legislative Body pause in its deliberations to congratulate Marcia E. Miller upon the occasion of her retirement after many years of distinguished service to the New York State Senate, and to wish her continued success in all her future endeavors; and be it further RESOLVED, That a copy of this Resolution, suitably engrossed, be transmitted to Marcia E. Miller.
