        COMMENDING   The  Honorable  Phil  Sica  upon  the
        occasion of  his  retirement  after  many  years  of
        distinguished service as Cambridge Village Justice

  WHEREAS,  It  is the sense of this Legislative Body to recognize and
pay tribute to those singular individuals who  devote  their  purposeful
lives and careers to preserving the rights and protecting the welfare of
the citizens of their community and the State of New York; and

  WHEREAS,  The  quality  and  character  of  life  in  the  Cambridge
community has  been  ably  served  and  uniquely  enriched  through  the
selfless dedication and benevolent concern of Judge Phil Sica; and

  WHEREAS,  This  Legislative  Body  is  justly  proud  to commend The
Honorable Phil Sica upon the occasion of his retirement after many years
of  distinguished  service  as  Cambridge  Village  Justice;   he   will
officially  retire  from  this esteemed position on April 1, 2019, and a
party will be held in his honor on  April  27,  2019,  at  the  American
Legion, Cambridge, New York; and

  WHEREAS,  Phil  Sica  moved  to  Cambridge  from  New York City as a
teenager, and began working as Police Chief with  the  Cambridge  Police
Department in 1957, at the age of 23; he was a one-man police department
for much of that time, eventually convincing the village to increase the
force in the 1980s; and

  WHEREAS,  After  an  illustrious  30-year  career with the Cambridge
Police Department, Phil Sica served as the Mayor of Cambridge from  1988
until 1992; and

  WHEREAS, Judge Phil Sica began his renowned judicial career in 1993,
when  he  was elected to the judge seats in the Village of Cambridge and
Town of White Creek; and

  WHEREAS, Having served on the bench for 26 years,  Judge  Phil  Sica
has  developed  an  impeccable  reputation for his judicial temperament,
integrity and superior settlement skills; and

  WHEREAS, A true institution in Cambridge and White Creek, Judge Phil
Sica was a longtime  treasurer  of  the  Washington  County  Magistrates
Association; and

  WHEREAS,  Throughout a life and career of purposeful endeavor, Judge
Phil Sica has remained true to his commitment, serving family, faith and
community, as well as the law;  his  contributions  and  accomplishments
have  brought  great  benefit  and  positive  influence to bear upon the
course of jurisprudence and the quality of life for others; and

  WHEREAS, Respected by both attorneys  and  defendants  alike,  Judge
Phil  Sica always conducted an impartial and objective court; he treated
all defendants with compassion  and  dignity  while  at  the  same  time
remaining fair in his rulings; and

  WHEREAS,  Judge Phil Sica, in every capacity in which he served, has
left his permanent mark on  the  criminal  justice  community  and  will
forever   be  remembered  as  a  determined,  innovative  and  genuinely
concerned expert in his field; now, therefore, be it

  RESOLVED,  That  this Legislative Body pause in its deliberations to
commend The Honorable Phil Sica upon  the  occasion  of  his  retirement
after  many years of distinguished service as Cambridge Village Justice;
and be it further

  RESOLVED, That a copy of this  Resolution,  suitably  engrossed,  be
transmitted to The Honorable Phil Sica.
