STATE OF NEW YORK ________________________________________________________________________ 10685 IN ASSEMBLY September 9, 2022 ___________ Introduced by COMMITTEE ON RULES -- (at request of M. of A. Paulin) -- read once and referred to the Committee on Transportation AN ACT to amend the transportation law, in relation to requiring infor- mation concerning services for human trafficking victims to be made available in lactation rooms in commercial service airports The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Subdivisions 1 and paragraphs (d), (e) and (f) of subdivi- 2 sion 4 of section 14-n of the transportation law, as added by chapter 3 389 of the laws of 2022, are amended to read as follows: 4 1. The operator of a commercial service airport and the operator of a 5 general aviation airport shall make available in the public restrooms 6 and in any lactation rooms, in plain view and in a conspicuous place and 7 manner, informational cards and/or signs developed by: 8 (a) the office of temporary and disability assistance in consultation 9 with the New York state interagency task force on human trafficking; or 10 (b) the United States Department of Homeland Security. 11 (d) "lactation room" shall mean a hygienic place, other than a rest- 12 room, that is intended to be used for the primary purpose of breastfeed- 13 ing or expressing breast milk; 14 (e) "passenger boardings" shall mean revenue passenger boardings in 15 the prior calendar year on an aircraft in service in air commerce, as 16 the United States secretary of transportation determines, including 17 passengers who continue on an aircraft in international flight that 18 stops at an airport in the state for a nontraffic purpose; 19 [(e)] (f) "public airport" means an airport used or intended to be 20 used for public purposes: (i) that is under the control of the state, a 21 county, city, town, or village or a state or local authority; and (ii) 22 of which the area used or intended to be used for the landing, taking 23 off, or surface maneuvering of aircraft is publicly owned. Provided, 24 however, such term shall not include any airport operated by a bi-state 25 authority; and 26 [(f)] (g) "public-use airport" shall mean an airport available for use 27 by the general public without a requirement for the prior approval of EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. This act shall take effect on the same date and in the same 4 manner as chapter 389 of the laws of 2022, takes effect.
