        Introduced  by M. of A. RUSSELL -- read once and referred to the Commit-
          tee on Health -- committee discharged, bill amended, ordered reprinted
          as amended and recommitted to said committee
        AN ACT to grant the Massena Memorial Hospital the authority to affiliate
          with certain other entities
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section 1. Notwithstanding any general, special, or local law or char-
     2  ter provisions to the contrary, the Massena Memorial Hospital shall have
     3  the  power  and  is hereby authorized to engage in certain collaborative
     4  activities with other parties for  the  purpose  of  promoting  improved
     5  quality  of  and  access  to  health care services and improved clinical
     6  outcomes. Such collaborative activities shall include, but not be limit-
     7  ed to: entering into contracts, leases, subleases, and other  agreements
     8  for the purpose of affiliating with other hospitals, medical colleges or
     9  colleges,  in  conjunction  with the hospital's health facilities, which
    10  agreements may provide for the management, operation,  and  staffing  of
    11  health facilities, the reconstruction, renovation, or addition to health
    12  facilities;  the  provision  of  necessary  facilities,  utilities,  and
    13  services; and such other conditions or features necessary and proper for
    14  such purpose and for the public health and general welfare.
    15    § 2. This act shall take effect immediately.
