         discharged, bill amended, ordered reprinted as amended and recommitted
         to said committee
       AN ACT to repeal certain provisions of the public authorities law relat-
         ing  to  certain  authorities  and  to transfer any books, records and
         remaining  rights  of  any  dissolved  authority  to  an  identifiable
         location
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1.   Legislative intent.   It  is  hereby  declared  to  be  a
    2  substantial interest of this state that residents, governments and busi-
    3  nesses have certainty in the corporate status and orderly dissolution of
    4  public  authorities  and parking authorities, and that upon dissolution,
    5  their enabling statutes will be repealed and their  books,  records  and
    6  remaining  rights,  if  any,  will  be  transferred  to  an identifiable
    7  location. The welfare  of  the  state  necessitates  ensuring  that  the
    8  proliferation  of  moribund  public  benefit corporations, such as those
    9  included in this act found to be defunct by the comptroller, the author-
   10  ities budget office and the New York state commission on public authori-
   11  ty reform, does not continue unchecked.
   12    S 2. Title 1 of article 7 of the public authorities law is REPEALED.
   13    S 2-a. Notwithstanding any other provision of law to the contrary, any
   14  existing records, property, rights, titles and interest  and  all  obli-
   15  gations and liabilities of the Amsterdam parking authority shall vest in
   16  and be possessed by the city of Amsterdam and its successors or assigns.
   17    S 3. Title 1-A of article 7 of the public authorities law is REPEALED.
   18    S 3-a. Notwithstanding any other provision of law to the contrary, any
   19  existing real property shall pass to the village in which it is located,
   20  and  if outside the limits of any village, to the town in which located.
   21  All other property of the Monroe regional  parking  authority  shall  be
   22  equally  divided among the town of Monroe and the villages of Monroe and
   23  Harriman and their successors or assigns.
   24    S 4.   Title 1-B of  article  7  of  the  public  authorities  law  is
   25  REPEALED.
   26    S 4-a. Notwithstanding any other provision of law to the contrary, any
   27  existing  records, property, rights, titles, and interest of the Johnson

    1  City parking authority shall vest in and be possessed  by  Johnson  City
    2  and its successors or assigns.
    3    S 5. Title 2-A of article 7 of the public authorities law is REPEALED.
    4    S 5-a. Notwithstanding any other provision of law to the contrary, any
    5  existing  records,  property,  rights, titles and interest and all obli-
    6  gations and liabilities of the Hudson parking authority  shall  vest  in
    7  and be possessed by the city of Hudson and its successors or assigns.
    8    S 6. Title 3 of article 7 of the public authorities law is REPEALED.
    9    S 6-a. Notwithstanding any other provision of law to the contrary, any
   10  existing  records,  property,  rights, titles and interest and all obli-
   11  gations and liabilities of the Elmira parking authority  shall  vest  in
   12  and be possessed by the city of Elmira and its successors or assigns.
   13    S 7.  Title 5 of article 7 of the public authorities law is REPEALED.
   14    S 7-a. Notwithstanding any other provision of law to the contrary, any
   15  existing  records,  property,  rights, titles and interest and all obli-
   16  gations and liabilities of the Peekskill parking authority shall vest in
   17  and be possessed by the city of Peekskill and its successors or assigns.
   18    S 8.  Title 6 of article 7 of the public authorities law is REPEALED.
   19    S 8-a. Notwithstanding any other provision of law to the contrary, any
   20  existing records, property, rights, titles and interest  and  all  obli-
   21  gations  and  liabilities  of the Fulton parking authority shall vest in
   22  and be possessed by the city of Fulton and its successors or assigns.
   23    S 9. Title 8 of article 7 of the public authorities law is REPEALED.
   24    S 9-a.  Notwithstanding any other provision of law  to  the  contrary,
   25  any existing records, property, rights, titles, and interest of the city
   26  of  Troy parking authority shall vest in and be possessed by the city of
   27  Troy and it successors or assigns.
   28    S 10. Title 9 of article 7 of the public authorities law is REPEALED.
   29    S 10-a. Notwithstanding any other provision of law  to  the  contrary,
   30  any  existing  records,  property,  rights,  titles and interest and all
   31  obligations and liabilities of the Port Jervis parking  authority  shall
   32  vest  in  and be possessed by the city of Port Jervis and its successors
   33  or assigns.
   34    S 11. Title 9-A  of  article  7  of  the  public  authorities  law  is
   35  REPEALED.
   36    S  11-a.  Notwithstanding  any other provision of law to the contrary,
   37  any existing records, property, rights,  titles  and  interest  and  all
   38  obligations and liabilities of the Utica parking authority shall vest in
   39  and be possessed by the city of Utica and its successors or assigns.
   40    S 12. Title 10 of article 7 of the public authorities law is REPEALED.
   41    S  12-a.  Notwithstanding  any other provision of law to the contrary,
   42  any existing records, property, rights,  titles  and  interest  and  all
   43  obligations and liabilities of the Owego parking authority shall vest in
   44  and be possessed by the village of Owego and its successors or assigns.
   45    S 13. Title 12 of article 7 of the public authorities law is REPEALED.
   46    S  13-a.   Notwithstanding any other provision of law to the contrary,
   47  any existing records, property, rights,  titles  and  interest  and  all
   48  obligations and liabilities of the city of New Rochelle parking authori-
   49  ty  shall  vest  in and be possessed by the city of New Rochelle and its
   50  successors or assigns.
   51    S 14. Title 13 of article 7 of the public authorities law is REPEALED.
   52    S 14-a.  Notwithstanding any other provision of law to  the  contrary,
   53  any  existing  records,  property,  rights,  titles and interest and all
   54  obligations and liabilities of the city of Poughkeepsie parking authori-
   55  ty shall vest in and be possessed by the city of  Poughkeepsie  and  its
   56  successors or assigns.

    1    S 15. Title 15 of article 7 of the public authorities law is REPEALED.
    2    S  15-a.   Notwithstanding any other provision of law to the contrary,
    3  any existing records, property, rights,  titles  and  interest  and  all
    4  obligations  and  liabilities  of  the  village of Spring Valley parking
    5  authority shall vest in and be possessed by the village of Spring Valley
    6  and its successors or assigns.
    7    S 16. Title 17 of article 7 of the public authorities law is REPEALED.
    8    S 16-a.  Notwithstanding any other provision of law to  the  contrary,
    9  any  existing  records,  property,  rights,  titles and interest and all
   10  obligations and liabilities of the city of Long Beach parking  authority
   11  shall vest in and be possessed by the city of Long Beach and its succes-
   12  sors or assigns.
   13    S 17. Title 19 of article 7 of the public authorities law is REPEALED.
   14    S  17-a.   Notwithstanding any other provision of law to the contrary,
   15  any existing records, property, rights,  titles  and  interest  and  all
   16  obligations  and  liabilities  of  the  city  of North Tonawanda parking
   17  authority shall vest in and be possessed by the city of North  Tonawanda
   18  and its successors or assigns.
   19    S 18.  Title 7 of article 8 of the public authorities law is REPEALED.
   20    S  18-a.  Notwithstanding  any other provision of law to the contrary,
   21  any existing records, property, rights,  titles  and  interest  and  all
   22  obligations and liabilities of the Salamanca hospital district authority
   23  shall  vest in and be possessed by the city of Salamanca and its succes-
   24  sors or assigns.
   25    S 19. Title 7-A  of  article  8  of  the  public  authorities  law  is
   26  REPEALED.
   27    S  19-a.  Notwithstanding  any other provision of law to the contrary,
   28  any existing records, property, rights,  titles  and  interest  and  all
   29  obligations  and  liabilities  of  the  Salamanca Indian lease authority
   30  shall vest in and be possessed  by  the  city  of  Salamanca  and  their
   31  successors or assigns.
   32    S  20.  Title  8-A  of  article  8  of  the  public authorities law is
   33  REPEALED.
   34    S 20-a. Notwithstanding any other provision of law  to  the  contrary,
   35  any  existing  rights, property, assets and funds of the Long Island job
   36  development authority shall pass to and be vested jointly in  the  coun-
   37  ties of Nassau and Suffolk and their successors or assigns.
   38    S 21. Title 10 of article 8 of the public authorities law is REPEALED.
   39    S  21-a.  Notwithstanding  any other provision of law to the contrary,
   40  any existing records, property, rights,  titles  and  interest  and  all
   41  obligations  and  liabilities of the historic Rome development authority
   42  shall vest in and be possessed by the city of Rome and its successors or
   43  assigns.
   44    S 22. Title 10-A of  article  8  of  the  public  authorities  law  is
   45  REPEALED.
   46    S  22-a.  Notwithstanding  any other provision of law to the contrary,
   47  any existing records, property, rights,  titles  and  interest  and  all
   48  obligations and liabilities of the Center Authority of Glens Falls shall
   49  vest  in  and be possessed by the city of Glens Falls and its successors
   50  or assigns.
   51    S 23. Title 13-A of  article  8  of  the  public  authorities  law  is
   52  REPEALED.
   53    S  23-a.  Notwithstanding  any other provision of law to the contrary,
   54  any existing records, property, rights,  titles  and  interest  and  all
   55  obligations  and  liabilities  of  the multi-town solid waste management

    1  authority shall vest in and be possessed jointly by the town of  Babylon
    2  and the town of Huntington and their successors or assigns.
    3    S  24. Title 13-D of article 8 of the public authorities law, as added
    4  by chapter 930 of the laws of 1983, is REPEALED.
    5    S 24-a. Notwithstanding any other provision of law  to  the  contrary,
    6  any  existing  records,  property,  rights,  titles and interest and all
    7  obligations and liabilities of the Broome county resource recovery agen-
    8  cy shall vest in and be possessed by Broome county and its successors or
    9  assigns.
   10    S 25. Title 13-J of  article  8  of  the  public  authorities  law  is
   11  REPEALED.
   12    S  25-a.  Notwithstanding  any other provision of law to the contrary,
   13  any existing records, property, rights,  titles  and  interest  and  all
   14  obligations  and liabilities of the town of Brookhaven resource recovery
   15  agency shall vest in and be possessed by the town of Brookhaven and  its
   16  successors or assigns.
   17    S  26.  Title  13-K  of  article  8  of  the public authorities law is
   18  REPEALED.
   19    S 26-a. Notwithstanding any other provision of law  to  the  contrary,
   20  any  existing  records,  property,  rights,  titles and interest and all
   21  obligations and liabilities of the county of Essex solid  waste  manage-
   22  ment  authority  shall  vest in and be possessed by Essex county and its
   23  successors or assigns.
   24    S 27. Title 13-L of article 8 of the public authorities law, as  added
   25  by chapter 391 of the laws of 1992, is REPEALED.
   26    S  27-a.  Notwithstanding  any other provision of law to the contrary,
   27  any existing records, property, rights,  titles  and  interest  and  all
   28  obligations and liabilities of the greater Troy area solid waste manage-
   29  ment  authority  shall  vest in and be possessed by the city of Troy and
   30  its successors or assigns.
   31    S 28. Title 14-A of  article  8  of  the  public  authorities  law  is
   32  REPEALED.
   33    S  28-a.  Notwithstanding  any other provision of law to the contrary,
   34  any existing records, property, rights,  titles  and  interest  and  all
   35  obligations  and  liabilities  of  the  city  of  Peekskill civic center
   36  authority shall vest in and be possessed by the city  of  Peekskill  and
   37  its successors or assigns.
   38    S  29.  Title  28-C  of  article  8  of  the public authorities law is
   39  REPEALED.
   40    S 29-a. Notwithstanding any other provision of law  to  the  contrary,
   41  any  existing  records,  property,  rights,  titles and interest and all
   42  obligations and liabilities of the county of Chautauqua  sports,  recre-
   43  ation  and cultural authority shall vest in and be possessed by Chautau-
   44  qua county and its successors or assigns.
   45    S 30. Separability clause. If any clause, sentence, paragraph, section
   46  or part of this act shall be adjudged by any court of  competent  juris-
   47  diction  to be invalid such judgment shall not affect, impair or invali-
   48  date the remainder of this act, but shall be confined in  its  operation
   49  to  the  clause,  sentence,  paragraph, section or part thereof directly
   50  involved in the controversy in  which  such  judgment  shall  have  been
   51  rendered.
   52    S  31.  This  act shall take effect on the sixtieth day after it shall
   53  have become a law.
