         on Corporations, Authorities and Commissions
       AN ACT to amend the public authorities law, in relation to directing the
         metropolitan  transportation authority to establish and implement a no
         fare program for children attending public school in the city district
         of the city of New York
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Section  1266 of the public authorities law is amended by
    2  adding a new subdivision 19 to read as follows:
    3    19. NOTWITHSTANDING ANY OTHER PROVISIONS OF LAW OR THE  TERMS  OF  ANY
    4  CONTRACT,  THE AUTHORITY, IN CONSULTATION WITH THE NEW YORK CITY TRANSIT
    5  AUTHORITY, THE LONG ISLAND RAIL ROAD AND THE METRO-NORTH COMMUTER  RAIL-
    6  ROAD COMPANY, SHALL ESTABLISH AND IMPLEMENT A NO FARE PROGRAM FOR TRANS-
    7  PORTATION  ON  NEW  YORK CITY TRANSIT AUTHORITY SYSTEMS, THE LONG ISLAND
    8  RAIL ROAD AND THE METRO-NORTH COMMUTER RAILROAD COMPANY FOR PRIMARY  AND
    9  SECONDARY  SCHOOL-AGED CHILDREN ATTENDING SCHOOL IN THE CITY DISTRICT OF
   10  THE CITY OF NEW YORK.
   11    S 2. This act shall take effect on the one hundred twentieth day after
   12  it shall have become a law, provided, however, that any rules and  regu-
   13  lations  necessary  for  the  timely  implementation  of this act on its
   14  effective date shall be promulgated on or before such date.
