       AN ACT to amend the private housing finance law, in relation to  provid-
         ing interactive maps
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 907 of the private housing finance law, as  amended
    2  by chapter 399 of the laws of 1992, is amended to read as follows:
    3    S  907.  Rules  and regulations to be promulgated by the commissioner.
    4  The commissioner shall issue and promulgate rules  and  regulations  for
    5  the  administration  of  this article, which rules and regulations shall
    6  include  provisions  concerning  requirements  as  to  eligibility   for
    7  contracting   with  the  commissioner;  the  form  of  applications  for
    8  contracts;  supervision  and  evaluation  of  neighborhood  preservation
    9  companies  including  standards  and performance criteria for continued,
   10  increased or decreased funding to insure the companies meet  the  objec-
   11  tives  of this article and the objectives outlined in their neighborhood
   12  preservation plans; reporting, budgeting  and  record  keeping  require-
   13  ments;  provisions  for renegotiation, modification, termination, exten-
   14  sion and renewal of contracts, which provisions shall include the  bases
   15  for  funding increases from the preceding contract including, but not be
   16  limited to, performance which exceeds minimum performance  criteria  and
   17  provisions  for  probationary  periods where appropriate; PROVISIONS FOR
   18  THE CREATION OF AN INTERACTIVE MAP DISPLAYING EACH NEIGHBORHOOD  PRESER-
   19  VATION COMPANY'S DEFINED GEOGRAPHIC NEIGHBORHOOD WHICH SHALL BE SEARCHA-
   20  BLE  BASED  ON  AN  INPUTTED ADDRESS, SUCH INTERACTIVE MAP SHALL BE MADE
   21  PUBLICLY AVAILABLE ON THE DIVISION'S WEBSITE; provisions  for  technical
   22  services  and  assistance  to neighborhood preservation companies within
   23  the limits of available funding; protection of the interests of  tenants
   24  in  buildings  owned  or managed by neighborhood preservation companies;
   25  and such other matters not inconsistent with the purposes and provisions
   26  of this article as the commissioner  shall  deem  necessary,  proper  or
   27  appropriate.  Such rules and regulations shall prohibit any neighborhood
   28  preservation company receiving funds under contracts entered into pursu-

    1  ant to this article (i) from engaging in any  activities  promoting  any
    2  political  candidate  or  party or (ii) from expending any such funds in
    3  activities the purpose of which is to influence legislation.
    4    S  2.  Section  1007 of the private housing finance law, as amended by
    5  chapter 399 of the laws of 1992, is amended to read as follows:
    6    S 1007. Rules and regulations. The commissioner shall issue rules  and
    7  regulations for the administration of this article. Such rules and regu-
    8  lations shall include provisions concerning requirements as to eligibil-
    9  ity  for contracting with the commissioner; the form of applications for
   10  contracts; supervision and evaluation  of  corporations  which  contract
   11  with  the  commissioner including standards and performance criteria for
   12  continued, increased or decreased funding  to  insure  the  corporations
   13  meet the objectives of this article and the objectives outlined in their
   14  housing  preservation  and community renewal plans; reporting, budgeting
   15  and record keeping requirements; provisions for renegotiation, modifica-
   16  tion, termination, extension and renewal of contracts, which  provisions
   17  shall  include  the  bases  for  funding  increases  from  the preceding
   18  contract including, but not be limited  to,  performance  which  exceeds
   19  minimum  performance  criteria  and  provisions for probationary periods
   20  where appropriate; PROVISIONS FOR THE CREATION  OF  AN  INTERACTIVE  MAP
   21  DISPLAYING  EACH  NOT-FOR-PROFIT CORPORATION WHICH IS ENGAGED IN HOUSING
   22  PRESERVATION AND COMMUNITY RENEWAL ACTIVITIES DEFINED REGION WHICH SHALL
   23  BE SEARCHABLE BASED ON AN INPUTTED ADDRESS, SUCH INTERACTIVE  MAP  SHALL
   24  BE  MADE  PUBLICLY  AVAILABLE  ON THE DIVISION'S WEBSITE; provisions for
   25  technical services and assistance to such corporations within the limits
   26  of available funding; protection of the interests of tenants  in  build-
   27  ings  owned  or  managed  by  such  corporations;  and  may  include any
   28  provisions, not inconsistent with the  provisions  of  this  article  or
   29  other  applicable  law, which the commissioner deems necessary or appro-
   30  priate to carry out the policy and purposes of this article. Such  rules
   31  and  regulations  shall  prohibit  any corporation receiving funds under
   32  contracts entered into pursuant to this article (i) from engaging in any
   33  activities promoting any political  candidate  or  party  or  (ii)  from
   34  expending any such funds in activities the purpose of which is to influ-
   35  ence legislation.
   36    S 3. This act shall take effect immediately.
