        AN ACT to enact the Community College and BOCES Partnership Act
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Short title.  This act shall be known and may be cited as
     2  the "Community College and BOCES Partnership Act".
     3    § 2. The state university of New York and the department of  education
     4  are  hereby authorized and directed to create a high technology manufac-
     5  turing   training program to explore the  feasibility  and  benefits  of
     6  building  educational partnerships between community colleges and boards
     7  of cooperative educational services to assist students in meeting quali-
     8  fications for employment in the high technology manufacturing sector.
     9    (a) Participating community colleges shall receive capital grants  for
    10  manufacturing equipment to assist in job training for students attending
    11  a board of cooperative educational services.
    12    (b)  Participating community colleges and boards of cooperative educa-
    13  tional services shall be selected from  applications  submitted  to  the
    14  state  university  of  New York. Applications for participation shall be
    15  developed by the state university of New York and shall  require  appli-
    16  cants to submit a proposal describing:
    17    (1)  how the partnership shall be formed between the community college
    18  and board of cooperative educational services;
    19    (2) how the high technology manufacturing equipment will be integrated
    20  into the community college setting; and
    21    (3) how  the  high  technology  manufacturing  equipment  will  assist
    22  students attending boards of cooperative educational services in meeting
    23  high  technology  manufacturing  job requirements. Community college and
    24  board of cooperative educational services partnerships that are selected
    25  for participation shall receive the necessary capital grants  for  manu-
    26  facturing  equipment for up to a two year period; provided, however that

     1  if at any time the state university of New York determines that a commu-
     2  nity college and board of cooperative educational  services  partnership
     3  is  not complying with the conditions of the program it may withdraw the
     4  state's support for its participation in the program.
     5    §  3.  Participating community colleges are authorized and directed to
     6  offer appropriate college level academic credits to board of cooperative
     7  educational services students participating in the program.
     8    § 4. The state university of New York is authorized  and  directed  to
     9  conduct a study of the program during its second year period. Such study
    10  shall include, but not be limited to:
    11    (a)  an assessment of the extent to which the program assists board of
    12  cooperative educational services students in reaching the training need-
    13  ed to enter the high technology manufacturing workforce; and
    14    (b) an assessment of whether  and  how  further  investment  into  the
    15  program  is  appropriate  for  the state. Such study and recommendations
    16  shall be submitted to the legislature no later than one  year  following
    17  the completion of the program's first year.
    18    § 5. This act shall take effect on the one hundred eightieth day after
    19  it  shall  have become a law and shall apply to the academic school year
    20  next succeeding the date on which it shall have become a law;  provided,
    21  however,  that  effective  immediately,  the department of education may
    22  promulgate any rules or regulations necessary for the timely implementa-
    23  tion of this act on such effective date.
