STATE OF NEW YORK ________________________________________________________________________ 9053 IN ASSEMBLY January 31, 2022 ___________ Introduced by M. of A. BUTTENSCHON, EPSTEIN -- read once and referred to the Committee on Governmental Operations AN ACT to amend the executive law, in relation to establishing training and education practices for firefighters and first responders to protect and assist mobility limited and intellectually challenged individuals during an emergency situation The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Paragraph (u) of subdivision 2 of section 709 of the execu- 2 tive law, as added by section 22 of part B of chapter 56 of the laws of 3 2010, is amended to read as follows: 4 (u) Notwithstanding article six-C of this chapter, or any other 5 provision of law to the contrary, the division of homeland security and 6 emergency services shall establish best practices regarding training and 7 education for firefighters and first responders which shall include but 8 not be limited to: minimum basic training for firefighters and first 9 responders; in-service training and continuing education; minimum basic 10 training to provide firefighters and first responders with the practical 11 skills and techniques necessary to protect and assist both mobility 12 limited and intellectually challenged individuals during an emergency 13 situation; and specialized training as it may apply to the specific 14 duties of a category of emergency personnel. 15 § 2.
