2022) of the Independent Redistricting 17 Commission pursuant to section 5-b of article 3 of the 18 constitution. Notwithstanding any other provision of law 19 to the contrary, the members of the Independent Redis- 20 tricting Commission may receive up to an annual salary 21 of twenty-five thousand dollars within the amount made 22 available therefor by appropriation. The Independent 23 Redistricting Commission shall, upon an affirmative vote 24 of the members of the commission, determine its expendi- 25 tures and shall make public the expenditure of the funds 26 appropriated to the Commission that it determines to 27 make. Notwithstanding any other provision of law to the 28 contrary, the members, officers, and employees of the 29 Independent Redistricting Commission shall be deemed 30 employees for the purposes of Section 17 and Section 19 31 of the Public Officers Law.
