MAGNARELLI, GALEF -- read once and referred to the Committee on Local Governments AN ACT to repeal certain provisions of the public authorities law relat- ing to certain authorities THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. Title 1 of article 7 of the public authorities law is 2 REPEALED. 3 S 1-a. Notwithstanding any other provision of law to the contrary, any 4 existing records, property, rights, titles and interest and all obli- 5 gations and liabilities of the Amsterdam parking authority shall vest in 6 and be possessed by the city of Amsterdam and its successors or assigns. 7 S 2. Title 1-A of article 7 of the public authorities law is REPEALED. 8 S 2-a. Notwithstanding any other provision of law to the contrary, any 9 existing real property shall pass to the village in which it is located, 10 and if outside the limits of any village, to the town in which located. 11 All other property of the Monroe regional parking authority shall be 12 equally divided among the town of Monroe and the villages of Monroe and 13 Harriman and their successors or assigns. 14 S 3. Title 2-A of article 7 of the public authorities law is REPEALED. 15 S 3-a. Notwithstanding any other provision of law to the contrary, any 16 existing records, property, rights, titles and interest and all obli- 17 gations and liabilities of the Hudson parking authority shall vest in 18 and be possessed by the city of Hudson and its successors or assigns. 19 S 4. Title 3 of article 7 of the public authorities law is REPEALED. 20 S 4-a. Notwithstanding any other provision of law to the contrary, any 21 existing records, property, rights, titles and interest and all obli- 22 gations and liabilities of the Elmira parking authority shall vest in 23 and be possessed by the city of Elmira and its successors or assigns. 24 S 5. Title 6 of article 7 of the public authorities law is REPEALED. 25 S 5-a. Title 8 of article 7 of the public authorities law is REPEALED. 4 S 6-a. Notwithstanding any other provision of law to the contrary, any 5 existing records, property, rights, titles and interest and all obli- 6 gations and liabilities of the Troy parking authority shall vest in and 7 be possessed by the city of Troy and its successors or assigns. 8 S 7. Title 9 of article 7 of the public authorities law is REPEALED. 9 S 7-a. Notwithstanding any other provision of law to the contrary, any 10 existing records, property, rights, titles and interest and all obli- 11 gations and liabilities of the Port Jervis parking authority shall vest 12 in and be possessed by the city of Port Jervis and its successors or 13 assigns. 14 S 8. Title 9-A of article 7 of the public authorities law is REPEALED. 15 S 8-a. Notwithstanding any other provision of law to the contrary, any 16 existing records, property, rights, titles and interest and all obli- 17 gations and liabilities of the Utica parking authority shall vest in and 18 be possessed by the city of Utica and its successors or assigns. 19 S 9. Title 10 of article 7 of the public authorities law is REPEALED. 20 S 9-a. Notwithstanding any other provision of law to the contrary, any 21 existing records, property, rights, titles and interest and all obli- 22 gations and liabilities of the Owego parking authority shall vest in and 23 be possessed by the village of Owego and its successors or assigns. 24 S 10. Title 12 of article 7 of the public authorities law is REPEALED. 25 S 10-a. Notwithstanding any other provision of law to the contrary, 26 any existing records, property, rights, titles and interest and all 27 obligations and liabilities of the city of New Rochelle parking authori- 28 ty shall vest in and be possessed by the city of New Rochelle and its 29 successors or assigns. 30 S 11. Title 13 of article 7 of the public authorities law is REPEALED. 31 S 11-a. Notwithstanding any other provision of law to the contrary, 32 any existing records, property, rights, titles and interest and all 33 obligations and liabilities of the city of Poughkeepsie parking authori- 34 ty shall vest in and be possessed by the city of Poughkeepsie and its 35 successors or assigns. 36 S 12. Title 15 of article 7 of the public authorities law is REPEALED. 37 S 12-a. Notwithstanding any other provision of law to the contrary, 38 any existing records, property, rights, titles and interest and all 39 obligations and liabilities of the village of Spring Valley parking 40 authority shall vest in and be possessed by the village of Spring Valley 41 and its successors or assigns. 42 S 13. Title 17 of article 7 of the public authorities law is REPEALED. 43 S 13-a. Notwithstanding any other provision of law to the contrary, 44 any existing records, property, rights, titles and interest and all 45 obligations and liabilities of the city of Long Beach parking authority 46 shall vest in and be possessed by the city of Long Beach and its succes- 47 sors or assigns. 48 S 14. Title 19 of article 7 of the public authorities law is REPEALED. 49 S 14-a. Notwithstanding any other provision of law to the contrary, 50 any existing records, property, rights, titles and interest and all 51 obligations and liabilities of the city of North Tonawanda parking 52 authority shall vest in and be possessed by the city of North Tonawanda 53 and its successors or assigns. 54 S 15. Title 1-B of article 7 of the public authorities law is 55 REPEALED. A. 8821 3 1 S 15-a. Notwithstanding any other provision of law to the contrary, 2 any existing records, property, rights, titles and interest of the John- 3 son City parking authority shall vest in and be possessed by Johnson 4 City and its successors or assigns. 5 S 16. Title 7 of article 8 of the public authorities law is REPEALED. 6 S 16-a. Notwithstanding any other provision of law to the contrary, 7 any existing records, property, rights, titles and interest and all 8 obligations and liabilities of the Salamanca hospital district authority 9 shall vest in and be possessed by the city of Salamanca and its succes- 10 sors or assigns. 11 S 17. Title 7-A of article 8 of the public authorities law is 12 REPEALED. 13 S 17-a. Notwithstanding any other provision of law to the contrary, 14 any existing records, property, rights, titles and interest and all 15 obligations and liabilities of the Salamanca Indian lease authority 16 shall vest in and be possessed by the city of Salamanca and their 17 successors or assigns. 18 S 18. Title 8-A of article 8 of the public authorities law is 19 REPEALED. 20 S 18-a. Notwithstanding any other provision of law to the contrary, 21 any existing rights, property, assets and funds of the Long Island job 22 development authority shall pass to and be vested jointly in the coun- 23 ties of Nassau and Suffolk and their successors or assigns. 24 S 19. Title 10 of article 8 of the public authorities law is REPEALED. 25 S 19-a. Notwithstanding any other provision of law to the contrary, 26 any existing records, property, rights, titles and interest and all 27 obligations and liabilities of the historic Rome development authority 28 shall vest in and be possessed by the city of Rome and its successors or 29 assigns. 30 S 20. Title 10-A of article 8 of the public authorities law is 31 REPEALED. 32 S 20-a. Notwithstanding any other provision of law to the contrary, 33 any existing records, property, rights, titles and interest and all 34 obligations and liabilities of the Center Authority of Glens Falls shall 35 vest in and be possessed by the city of Glens Falls and its successors 36 or assigns. 37 S 21. Title 13-A of article 8 of the public authorities law is 38 REPEALED. 39 S 21-a. Notwithstanding any other provision of law to the contrary, 40 any existing records, property, rights, titles and interest and all 41 obligations and liabilities of the multi-town solid waste management 42 authority shall vest in and be possessed jointly by the town of Babylon 43 and the town of Huntington and their successors or assigns. 44 S 22. Title 13-D of article 8 of the public authorities law, as added 45 by chapter 930 of the laws of 1983, is REPEALED. 46 S 22-a. Notwithstanding any other provision of law to the contrary, 47 any existing records, property, rights, titles and interest and all 48 obligations and liabilities of the Broome county resource recovery agen- 49 cy shall vest in and be possessed by Broome county and its successors or 50 assigns. 51 S 23. Title 13-K of article 8 of the public authorities law is 52 REPEALED. 53 S 23-a. Notwithstanding any other provision of law to the contrary, 54 any existing records, property, rights, titles and interest and all 55 obligations and liabilities of the county of Essex solid waste manage- A. 8821 4 1 ment authority shall vest in and be possessed by Essex county and its 2 successors or assigns. 3 S 24. Title 13-J of article 8 of the public authorities law is 4 REPEALED. 5 S 24-a. Notwithstanding any other provision of law to the contrary, 6 any existing records, property, rights, titles and interest and all 7 obligations and liabilities of the town of Brookhaven resource recovery 8 agency shall vest in and be possessed by the town of Brookhaven and its 9 successors or assigns. 10 S 25. Title 13-L of article 8 of the public authorities law, as added 11 by chapter 391 of the laws of 1992, is REPEALED. 12 S 25-a. Notwithstanding any other provision of law to the contrary, 13 any existing records, property, rights, titles and interest and all 14 obligations and liabilities of the greater Troy area solid waste manage- 15 ment authority shall vest in and be possessed by the city of Troy and 16 its successors or assigns. 17 S 26. Title 14-A of article 8 of the public authorities law is 18 REPEALED. 19 S 26-a. Notwithstanding any other provision of law to the contrary, 20 any existing records, property, rights, titles and interest and all 21 obligations and liabilities of the city of Peekskill civic center 22 authority shall vest in and be possessed by the city of Peekskill and 23 its successors or assigns. 24 S 27. Title 28-C of article 8 of the public authorities law is 25 REPEALED. 26 S 27-a. Notwithstanding any other provision of law to the contrary, 27 any existing records, property, rights, titles and interest and all 28 obligations and liabilities of the county of Chautauqua sports, recre- 29 ation and cultural authority shall vest in and be possessed by Chautau- 30 qua county and its successors or assigns. 31 S 28. Separability clause. If any clause, sentence, paragraph, section 32 or part of this act shall be adjudged by any court of competent juris- 33 diction to be invalid such judgment shall not affect, impair or invali- 34 date the remainder of this act, but shall be confined in its operation 35 to the clause, sentence, paragraph, section or part thereof directly 36 involved in the controversy in which such judgment shall have been 37 rendered. 38 S 29. This act shall take effect on the sixtieth day after it shall 39 have become a law.
