       AN ACT to amend the education law, in relation to requiring  the  educa-
         tion  department  to  include  the  methodology  used  in requests for
         proposals and to submit such requests to the comptroller for approval
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. The education law is amended by adding a new section 141 to
    2  read as follows:
    3    S  141. STATEMENT OF REQUEST FOR PROPOSALS METHODOLOGY. THE DEPARTMENT
    4  SHALL FILE WITH THE COMPTROLLER A COPY  OF  EACH  REQUEST  FOR  PROPOSAL
    5  PRIOR  TO  THE RELEASE OF SUCH REQUEST FOR PROPOSALS FOR PUBLIC BIDDING.
    6  EACH REQUEST FOR PROPOSAL FILED BY THE DEPARTMENT WITH  THE  COMPTROLLER
    7  SHALL  INDICATE  THE  METHODOLOGY  USED  TO  COMPILE  SUCH  REQUEST  FOR
    8  PROPOSALS. THE COMPTROLLER SHALL REVIEW AND  APPROVE  EACH  REQUEST  FOR
    9  PROPOSALS  SUBMITTED  BY  THE  DEPARTMENT  PRIOR  TO THE RELEASE OF SUCH
   10  REQUEST FOR PROPOSALS FOR PUBLIC BIDDING.
   11    S 2. This act shall take effect immediately.
