STATE OF NEW YORK ________________________________________________________________________ 8056 2019-2020 Regular Sessions IN ASSEMBLY May 31, 2019 ___________ Introduced by M. of A. EPSTEIN -- read once and referred to the Commit- tee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to fiscal reporting The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 54-0109 of the environmental conservation law, as 2 added by chapter 258 of the laws of 2007, is amended to read as follows: 3 § 54-0109. Fiscal reporting. 4 1. No later than fifteen days after the end of each fiscal year quar- 5 ter, the department shall report to the director of the budget, the 6 chairperson of the senate finance committee, the chairperson of the 7 assembly ways and means committee and the public on the status of each 8 project receiving state assistance payments pursuant to this article. 9 Each state agency, department, public authority or public benefit corpo- 10 ration administering any project or program pursuant to this article 11 shall assist the department in the preparation of the report and shall 12 provide information as required by the department. Such report shall 13 include as applicable for each category, subcategory and project: 14 [1.] (a) total appropriations; 15 [2.] (b) total project costs; 16 [3.] (c) total commitments; 17 [4.] (d) total outstanding encumbrances; 18 [5.] (e) total year to date disbursements; 19 [6.] (f) total life to date disbursements; and 20 [7.] (g) total remaining uncommitted balance. 21 2. Such report shall also contain the percentage and amount of funding 22 directed to facilitate disabled access to department and office of 23 parks, recreation and historic preservation owned or managed facilities. 24 § 2. This act shall take effect on the first of April next succeeding 25 the date on which it shall have become a law.
