       AN  ACT  to direct the department of environmental conservation to expe-
         dite cleanup efforts at the former Grumman Aircraft Engineering Corpo-
         ration facilities at Bethpage
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. The department of environmental conservation shall expedite
    2  the  design  and construction phases in regard to cleanup efforts at the
    3  former Grumman Aircraft Engineering Corporation facilities in  Bethpage,
    4  Town of Oyster Bay, Nassau County.
    5    S  2.  For  areas  of  the site in the design phase, the department of
    6  environmental conservation will develop  construction  quality  control,
    7  construction quality assurance, and contingency reports. Interim remedi-
    8  al  measures will also be developed for both emergency and non-emergency
    9  situations that may arise during the cleanup process.
   10    S 3. During the construction phase at the site, the plans described in
   11  section two of this act will be followed  accurately  and  in  a  timely
   12  manner  to remove potentially harmful chemicals from the site and reduce
   13  threats to the public health.
   14    S 4. This act shall take effect immediately.
