       AN ACT in relation to  authorizing  and  directing  the  public  service
         commission to study the impact on consumers and perform a cost benefit
         analysis of the Reforming the Energy Vision (REV) initiative
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Notwithstanding any other  provision  of  law,  the  public
    2  service  commission  is  authorized  and directed to study the impact on
    3  consumers and perform a cost benefit analysis of the Reforming the Ener-
    4  gy Vision (REV) initiative. Such study and analysis shall  include,  but
    5  not be limited to:
    6    1.  an  analysis of the potential benefits and costs of the REV initi-
    7  ative;
    8    2. the impact of REV on electric rates charged  to  consumers  through
    9  additional taxes and fees, increased rates or any other charges required
   10  to fund the REV initiative;
   11    3.  the  feasibility  of other potential initiatives and approaches to
   12  upgrading and updating the current energy infrastructure of this state;
   13    4. an analysis of potential benefits and costs of  such  other  initi-
   14  atives  determined  to be feasible pursuant to subdivision three of this
   15  section;
   16    5. the impact on consumers resulting from  the  cost  and  expense  of
   17  replacing existing energy infrastructure; and
   18    6.  any  other  information the public service commission deems neces-
   19  sary.
   20    S 2. The public service commission shall report its findings regarding
   21  the study and analysis authorized and directed to be performed  pursuant
   22  to  section  one of this act to the governor, the temporary president of
   23  the senate, the speaker of the assembly,  the  minority  leader  of  the

    1  senate  and  the  minority  leader of the assembly on or before one year
    2  after the effective date of this act.
    3    S 3. No additional taxes and fees, increased rates or any other charg-
    4  es  required  to  fund the REV initiative shall be imposed upon existing
    5  utility  rates  and  charges  of  consumers  of  this  state  until  the
    6  completion of the study, analysis and report set forth in this act.
    7    S 4. This act shall take effect immediately.
