        AN ACT to designate certain zip codes as cease and desist zones

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1.  Notwithstanding any other law, rule or regulation  to  the
     2  contrary,  the  secretary  of  state shall establish by rule a cease and
     3  desist zone, pursuant to subdivision 3 of  section  442-h  of  the  real
     4  property  law,  consisting of the following zip codes within ninety days
     5  of the effective date of this act:  10451, 10452, 10453,  10454,  10455,
     6  10456,  10457,  10458,  10459, 10460, 10461, 10462, 10463, 10464, 10465,
     7  10466, 10467, 10468, 10469, 10470, 10471, 10472,  10473,  10474,  10475,
     8  10550,  10551,  10552, and 10553.   The rule establishing such cease and
     9  desist zone shall be effective for five years, provided the secretary of
    10  state may re-adopt the rule to continue the cease and desist zone pursu-
    11  ant to paragraph (c) of subdivision 3 of section 442-h of the real prop-
    12  erty law.
    13    § 2. This act shall take effect immediately.
