       AN ACT to amend the general municipal law  and  the  education  law,  in
         relation  to  exempting  the costs associated with school safety plans
         from the real property tax levy limit; and providing for the repeal of
         such provisions upon expiration thereof
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Paragraph (g) of subdivision 2 of section 3-c of the gener-
    2  al  municipal  law is amended by adding a new subparagraph (i-a) to read
    3  as follows:
    4    (I-A) A TAX LEVY NECESSARY FOR EXPENDITURES RESULTING FROM THE  DEVEL-
    5  OPMENT,  ADOPTION  AND  IMPLEMENTATION  OF  SCHOOL SAFETY PLANS REQUIRED
    6  PURSUANT TO SECTION TWENTY-EIGHT HUNDRED ONE-A OF THE EDUCATION LAW;
    7    S 2. Paragraph (i) of subdivision 2 of section 2023-a of the education
    8  law is amended by adding a new subparagraph (i-a) to read as follows:
    9    (I-A) A TAX LEVY NECESSARY FOR EXPENDITURES RESULTING FROM THE  DEVEL-
   10  OPMENT,  ADOPTION  AND  IMPLEMENTATION  OF  SCHOOL SAFETY PLANS REQUIRED
   11  PURSUANT TO SECTION TWENTY-EIGHT HUNDRED ONE-A OF THIS TITLE;
   12    S 3. This act shall take effect immediately; provided, however, that:
   13    1. the amendments to section 3-c of the general municipal law made  by
   14  section one of this act shall not affect the repeal of such section; and
   15    2.  the  amendments  to  section  2023-a  of the education law made by
   16  section two of this act shall not affect the repeal of such section; and
   17    3. this act shall expire and be deemed repealed July 1, 2015.
