ROSENTHAL, BARRON -- read once and referred to the Committee on Social Services -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said commit- tee -- reported and referred to the Committee on Ways and Means -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to amend the social services law, in relation to exempting certain income and resources provided to persons enrolled in certain pilot programs with direct cash transfers in determining eligibility for public assistance benefits; and providing for the repeal of such provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Paragraph (a) of subdivision 8 of section 131-a of the 2 social services law is amended by adding a new subparagraph (x) to read 3 as follows: 4 (x) Any financial assistance received by individuals as part of their 5 participation in a pilot program that has developed a plan to study and 6 evaluate the impact and potential benefits of direct cash transfers. 7 Such exemption and disregard shall be applicable for the length of time 8 the individual participates in the program, but not longer than sixty 9 months. The commissioner shall seek federal waiver authority to disre- 10 gard income for the direct cash transfer pilot program for the purpose 11 of the supplemental nutrition assistance program. 12 § 2. This act shall take effect on the ninetieth day after it shall 13 have become a law and shall expire six years after such effective date. 14 Effective immediately, the adoption, amendment and/or repeal of any rule 15 or regulation necessary for the implementation of this act on its effec- 16 tive date are authorized to be made on or before such date.
