       AN  ACT  to  amend  the  environmental  conservation law, in relation to
         providing that persons participating in a non-commercial fishing class
         or clinic sponsored by a school or university are exempt from  fishing
         license requirements
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 11-0707 of the environmental  conservation  law  is
    2  amended by adding a new subdivision 10 to read as follows:
    3    10.  PERSONS PARTICIPATING IN A NON-COMMERCIAL FISHING CLASS OR CLINIC
    4  SPONSORED BY A SCHOOL OR UNIVERSITY MAY TAKE FISH AND FROGS AS  IF  THEY
    5  HELD  FISHING LICENSES EXCEPT THAT THEY MAY NOT TAKE BAIT FISH BY NET OR
    6  TRAP.
    7    S 2. This act shall take effect immediately.
