        AN ACT to amend the alcoholic  beverage  control  law,  in  relation  to
          renewals of licenses and permits

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 109  of  the  alcoholic  beverage  control  law  is
     2  amended by adding a new subdivision 3 to read as follows:
     3    3. The liquor authority shall create a standardized form to be used by
     4  municipalities and community boards for comment on renewal applications,
     5  which  shall  be  utilized  by  the liquor authority in consideration of
     6  granting renewals under this section. Such form shall become part of the
     7  record in the renewal application proceedings.
     8    § 2. This act shall take effect on the one hundred twentieth day after
     9  it shall have become a law. Effective immediately, the addition,  amend-
    10  ment and/or repeal of any rule or regulation necessary for the implemen-
    11  tation  of  this act on its effective date are authorized to be made and
    12  completed on or before such effective date.
