"made in New York" program for the purpose of fostering the growth of

many of our social problems and dependence on government is a result of
the destruction of such manufacturing center; and recognizing that a
strong employment sector will allow New York state to advance the
welfare of all of its citizens. The legislature finds that it is there-
fore necessary and imperative that the legislature develop a comprehen-
sive strategy to rebuild New York state's durable and non-durable manu-
facturing base. It is therefore the intent of the legislature that the
"made in New York" program be the vehicle to accomplish this objective.
§ 2. A temporary state commission is hereby created to develop
programs and policies for the purpose of enhancing and fostering the
introduction, expansion and growth of business and industry in New York
state. Such commission shall develop a "made in New York" program
