CRESPO -- read once and referred to the Committee on Corporations, Authorities and Commissions -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to require the public service commission to develop recommenda- tions regarding the establishment of microgrids THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. Notwithstanding the provisions of any general, special or 2 local law to the contrary, the public service commission, in consulta- 3 tion with the division of homeland security and emergency services, 4 shall develop recommendations regarding the establishment of microgrids 5 in the state of New York. For purposes of this act, the term "microgrid" 6 shall mean a group of interconnected loads and distributed energy 7 resources within clearly defined electrical boundaries that acts as a 8 single controllable entity with respect to the grid and can connect and 9 disconnect from the grid to enable it to operate in both grid-connected 10 or island-mode. Specifically, the commission shall develop recommenda- 11 tions which include, but are not limited to, the following: 12 (a) Whether microgrids should be established at hospitals, first 13 responder headquarters, such as police and fire stations, emergency 14 shelters, schools, water filtration plants, sewage treatment plants and 15 other locations in the state of New York; 16 (b) The geographic areas in the state of New York where the establish- 17 ment of such microgrids should be a priority, based upon severe storm 18 damage during the two years prior to the effective date of this act; and 19 (c) Funding mechanisms that should be considered in order to pay for 20 the establishment of such microgrids. 21 S 2. The commission shall submit a final report of recommendations to 22 the governor, the temporary president of the senate and the speaker of 23 the assembly within one year after the effective date of this act. 24 S 3.
