STATE OF NEW YORK ________________________________________________________________________ 4268 2023-2024 Regular Sessions IN ASSEMBLY February 14, 2023 ___________ Introduced by M. of A. O'DONNELL -- read once and referred to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to allowing authorized representatives to apply for identification cards The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The opening paragraph of paragraph (a) of subdivision 2 of 2 section 490 of the vehicle and traffic law, as amended by chapter 158 of 3 the laws of 2021, is amended to read as follows: 4 Any person to whom a driver's license or learner's permit has not been 5 issued by the commissioner, or whose driver's license or learner's 6 permit is expired, suspended, revoked or surrendered, or such person's 7 authorized representative, may make application to the commissioner for 8 the issuance of an identification card. The commissioner shall ensure 9 that space is provided on the application so that the applicant shall 10 register or decline registration in the donate life registry for organ 11 and tissue donations pursuant to section forty-three hundred ten of the 12 public health law and that the following is stated on the application in 13 clear and conspicuous type: 14 § 2. Subparagraph (i) of paragraph (a) of subdivision 3 of section 490 15 of the vehicle and traffic law, as amended by chapter 487 of the laws of 16 2012, is amended to read as follows: 17 (i) The commissioner shall upon submission of an appropriate applica- 18 tion, upon payment of the prescribed fee, and upon being satisfied that 19 the person described is the applicant and that such applicant meets the 20 requirements set forth in subdivision two of this section, issue to such 21 applicant or such applicant's authorized representative a nontransfera- 22 ble identification card. In addition, the commissioner also shall 23 require that an applicant for an identification card or renewal thereof 24 provide his or her social security number. The commissioner shall 25 provide space so that an applicant may request a notation upon such 26 identification card that he or she is a veteran of the United States 27 armed forces. 28 § 3.
