       AN  ACT  to  amend the economic development law, in relation to creating
         the "I love NY outdoors" program; and making an appropriation therefor
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  The  economic  development law is amended by adding a new
    2  article 9-B to read as follows:
    3                                 ARTICLE 9-B
    4                         I LOVE NY OUTDOORS PROGRAM
    5  SECTION 216. I LOVE NY OUTDOORS PROGRAM.
    6    S 216. I LOVE NY OUTDOORS PROGRAM. 1. THE COMMISSIONER  SHALL  DEVELOP
    7  AND  IMPLEMENT  AN  "I  LOVE  NY OUTDOORS" PROGRAM. THE COMMISSIONER, IN
    8  CONJUNCTION WITH THE COMMISSIONER OF  THE  DEPARTMENT  OF  ENVIRONMENTAL
    9  CONSERVATION,  SHALL  DEVELOP  A  MARKETING  STRATEGY  PURSUANT  TO THIS
   10  PROGRAM THAT SHALL PROMOTE NEW YORK AS A PREMIERE DESTINATION FOR  HUNT-
   11  ING AND FISHING.
   12    2.  THE  COMMISSIONER, IN ACCORDANCE WITH THIS PROGRAM, SHALL CAUSE TO
   13  BE DEVELOPED OUTDOOR VACATION ITINERARIES AND  PACKAGES.  NOTHING  SHALL
   14  PRECLUDE  THE COMMISSIONER FROM CONTRACTING WITH AN INDEPENDENT VACATION
   15  OR TRAVEL PACKAGE COMPANY TO HELP DEVELOP SUCH OUTDOOR VACATION  ITINER-
   16  ARIES AND PACKAGES.
   17    3.  THE COMMISSIONER SHALL CREATE AND DISTRIBUTE A BROCHURE OF ALL THE
   18  SPECIES OF FISH AND GAME SOUGHT IN NEW YORK AND AN ADVERTISING  CAMPAIGN
   19  PROMOTING  THE  PROGRAM ESTABLISHED BY THIS SECTION. SUCH BROCHURE SHALL
   20  BE DISTRIBUTED AND SUCH ADVERTISING SHALL BE FOCUSED ON NEARBY STATES TO
   21  INCREASE TOURISM AND TO PROMOTE NEW YORK AS A PREMIERE  DESTINATION  FOR
   22  HUNTING AND FISHING.

    1    S   2.   The   sum  of  two  million  five  hundred  thousand  dollars
    2  ($2,500,000), or so much thereof as may be necessary, is  hereby  appro-
    3  priated to the department of economic development from any moneys in the
    4  state  treasury  in  the  general  fund  not  otherwise appropriated for
    5  services  and  expenses;  including  the  expenses  of the department of
    6  economic development, for the purposes of carrying out the provisions of
    7  this act. Such sum shall be payable on the  audit  and  warrant  of  the
    8  state  comptroller on vouchers certified or approved by the commissioner
    9  of economic development, or his duly designated  representative  in  the
   10  manner provided by law.
   11    S 3. This act shall take effect immediately.
