        AN ACT to amend the general business law, in relation  to  enacting  the
          "lawn litter law act"
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. This act shall be known and  may  be  cited  as  the  "lawn
     2  litter law act".
     3    §  2.  Subdivision  3 of section 397-a of the general business law, as
     4  amended by chapter 3 of the laws of 2008, is amended to read as follows:
     5    3. There shall be a rebuttable presumption that the person whose name,
     6  telephone number, or other identifying information appears on any  unso-
     7  licited  advertising  materials  described  in  subdivision  one of this
     8  section [and placed at two or more premises] shall  be  liable  for  any
     9  violations of this section.
    10    § 3. This act shall take effect immediately.
