          referred to the Committee on Governmental Operations

        AN ACT in relation to directing the New York state comptroller  and  the
          New  York  Public Service Commission to conduct a feasibility study on
          supplying public water to all of New York American Water customers

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1. a. The New York state comptroller, in conjunction with the
     2  New York Public Service Commission, shall conduct  a  feasibility  study
     3  and prepare a report on supplying public water service to New York Amer-
     4  ican Water customers. Such study shall explore the overall costs of such
     5  public water service, and establish a cost-effective and efficient meth-
     6  od  of providing such public water service. Such study shall also estab-
     7  lish  whether  converting  to  public  water  service  would  result  in
     8  decreased  cost  and  increased quality of water service for current New
     9  York American Water customers.
    10    b. Within one year of the effective date of this  act,  the  New  York
    11  state comptroller and the New York Public Service Commission shall issue
    12  a  report  of the findings of the feasibility study to the governor, the
    13  temporary president of the senate and the speaker of the assembly.
    14    § 2. This act shall take effect immediately.
