          on  Corporations, Authorities and Commissions -- committee discharged,
          bill amended, ordered reprinted as amended  and  recommitted  to  said
          committee   --  ordered  to  a  third  reading,  amended  and  ordered
          reprinted, retaining its place on the order of third reading

        AN ACT to amend the public authorities law, in relation to requiring the
          New York city  transit  authority  advisory  council  to  investigate,
          report  and  make  recommendations on instructing the public on how to
          react when an individual falls onto authority facility tracks

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1. Section 1204-e of the public authorities law is amended by
     2  adding a new subdivision 5 to read as follows:
     3    5. On or before December thirty-first, two thousand twenty, the  coun-
     4  cil  shall investigate, report and make recommendations to the authority
     5  board related to signage to instruct the public on how to react when  an
     6  individual  falls onto authority facility tracks. Such report and recom-
     7  mendations shall include, but not be limited  to,  consideration  of  an
     8  educational  campaign  for the public including public service announce-
     9  ments within and without subway cars and subway stations, the  costs  of
    10  signage  for  all  transit  facilities, and any other issues the council
    11  deems relevant, such as potential liability issues  for  the  authority,
    12  instructions  for  the  public  on how to react to other emergencies and
    13  alternative methods of alerting the public on how to react when an indi-
    14  vidual falls on transit facility tracks. Such investigation, report  and
    15  recommendations  shall  be made public by posting on the council website
    16  and any other method the council deems appropriate.
    17    § 2. This act shall take effect immediately.
