STATE OF NEW YORK ________________________________________________________________________ 3175--A 2023-2024 Regular Sessions IN ASSEMBLY February 2, 2023 ___________ Introduced by M. of A. SIMPSON, DeSTEFANO -- read once and referred to the Committee on Higher Education -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said commit- tee AN ACT to authorize certain health care professionals licensed to prac- tice in other jurisdictions to practice in this state in connection with Double H Ranch; and providing for the repeal of such provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. 1. Notwithstanding any inconsistent provision of law, any 2 person who is licensed or certified to practice as a physician in anoth- 3 er state or territory, who is in good standing in such state or territo- 4 ry, and who has a written agreement to provide medical services with 5 Double H Ranch in the town of Lake Luzerne, may provide such profes- 6 sional services to children and staff without being licensed to practice 7 pursuant to the provisions of title eight of the education law. Such 8 services shall be provided only between June 13, 2023 and August 8, 9 2023. 10 2. Any person practicing as a physician in New York state pursuant to 11 this act shall be subject to the personal and subject matter jurisdic- 12 tion and disciplinary and regulatory authority of the board of regents 13 and the state board for professional medical conduct established pursu- 14 ant to section two hundred thirty of the public health law as if he or 15 she is a licensee and as if the exemption pursuant to this act is a 16 license. Such individual shall comply with applicable provisions of 17 title eight of the education law, the public health law, the rules of 18 the board of regents, the state board for professional medical conduct 19 established pursuant to section two hundred thirty of the public health 20 law, and the regulations of the commissioner of education and the EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. This act shall take effect immediately and shall expire and be 4 deemed repealed one year after such date.
