       AN  ACT  to  require  the state office of parks, recreation and historic
         preservation to evaluate,  recommend  and  dedicate  parcels  of  land
         located in Onondaga county as parkland
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. The state office of parks, recreation and historic  preser-
    2  vation  is directed to conduct an evaluation of vacant tracts of land in
    3  the county of Onondaga for  purposes  of  increasing  green  spaces  and
    4  developing  trails  to connect neighborhoods and towns within the county
    5  of Onondaga by ascertaining the vacant tracts' suitability  as  parkland
    6  or  trails.  Upon completing this evaluation, the state office of parks,
    7  recreation and historic preservation shall recommend whether any  vacant
    8  tracts of land shall be dedicated as either a state or municipal park or
    9  whether  these  tracts  of land shall be established as part of either a
   10  state-wide or  local  trails  system.  For  purposes  of  this  section,
   11  "trails"  shall  include  footpaths, bike ways, snowmobile trails, horse
   12  trails, cross country ski trails, roads and other rights-of-way suitable
   13  for hiking, strolling, cycling, horseback riding, skiing and other means
   14  of motorized and non-motorized  travel  for  recreational  purposes  and
   15  shall  include  combinations and systems of trails, including connecting
   16  and side trails, and trails leading to scenic and recreational areas.
   17    S 2. This act shall take effect immediately.
