          referred to the Committee on Transportation --  committee  discharged,
          bill  amended,  ordered  reprinted  as amended and recommitted to said
          committee -- again  reported  from  said  committee  with  amendments,
          ordered reprinted as amended and recommitted to said committee

        AN  ACT  to  amend  the  administrative code of the city of New York, in
          relation to requiring certain for-hire vehicles to install  and  main-
          tain an interior rear-facing video camera

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Subdivision c of section 19-508 of the administrative  code
     2  of  the  city of New York is relettered subdivision d and a new subdivi-
     3  sion c is added to read as follows:
     4    c. The commission shall  require  for-hire  vehicles  with  a  seating
     5  capacity  of six passengers or less that are dispatched by a livery base
     6  station, other than high-volume for-hire services, to install and  main-
     7  tain  an  interior  rear-facing video camera. This requirement shall not
     8  limit the brand or provider of video cameras which can  be  utilized  to
     9  comply  with  this paragraph. Provided further that the installation and
    10  use of a front-facing  camera  is  permitted  as  long  as  the  minimum
    11  requirements  set forth below are met, and so long as the for-hire vehi-
    12  cle owner's motor vehicle insurance provider  has  access  to  the  data
    13  recorded  by such camera unless specifically exempted by law. Such video
    14  camera shall be recording at all times the vehicle is  providing  trans-
    15  portation for hire, and at minimum shall:
    16    1.  capture  and  record any operator or passenger who enters or exits
    17  the vehicle;
    18    2. store, at a minimum, the sixty most recent hours of operation; and
    19    3. have the ability to transmit data or otherwise  provide  access  to
    20  local law enforcement and the commission.
    21    §  2.  This  act shall take effect on the ninetieth day after it shall
    22  have become a law.
