       AN  ACT making an appropriation to effectuate the installation of energy
         conservation measures in certain multifamily dwelling units
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  The  sum of five million dollars ($5,000,000), or so much
    2  thereof as may be necessary, is hereby appropriated to the New York city
    3  housing authority out of any moneys in the state treasury in the general
    4  fund to the credit of the local assistance account, not otherwise appro-
    5  priated, for the purpose of  effectuating  the  installation  of  energy
    6  conservation  measures  in  such authority's multifamily dwelling units.
    7  For purposes of this act, the term "energy conservation measures"  shall
    8  include but not be limited to:
    9    (a) caulking and weatherstripping of all exterior doors and windows;
   10    (b) furnace efficiency modifications including but not limited to:
   11    (i)  replacement  burners  designed  to  reduce  the firing rate or to
   12  achieve a reduction in the amount  of  fuel  consumed  as  a  result  of
   13  increased combustion efficiency;
   14    (ii) devices for modifying flue openings which will increase the effi-
   15  ciency of the heating system; and
   16    (iii)  electrical or mechanical furnace ignition systems which replace
   17  standing gas pilot lights;
   18    (c) furnace and boiler retrofits, including but not limited to  burner
   19  and system derating;
   20    (d)  furnace  and  boiler  replacements  regardless  of the fuel used,
   21  provided that such replacement furnaces or boilers  shall  meet  minimum
   22  efficiency standards established by the state energy office;
   23    (e)  heat  pumps provided that such heat pumps shall meet such minimum
   24  efficiency standards for heating and cooling purposes established by the
        EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets

    1  state energy office in the absence of any  provision  establishing  such
    2  standards in the energy law;
    3    (f) set-back thermostats;
    4    (g) ceiling, attic, wall, foundation, air duct, heating pipe and floor
    5  insulation;
    6    (h) hot water heater insulation;
    7    (i) storm and thermal windows and doors;
    8    (j) solar and wind systems; and
    9    (k) load management devices and energy use meters, together with asso-
   10  ciated wiring.
   11    Such  moneys  shall  be  payable on the audit and warrant of the comp-
   12  troller on vouchers certified or approved in the  manner  prescribed  by
   13  law.
   14    S 2. This act shall take effect immediately.
