STATE OF NEW YORK ________________________________________________________________________ 2056 2017-2018 Regular Sessions IN ASSEMBLY January 17, 2017 ___________ Introduced by M. of A. SEPULVEDA, ABINANTI, LOPEZ, WALTER, GOODELL, CRESPO -- Multi-Sponsored by -- M. of A. PERRY, RIVERA, SALADINO, SKARTADOS, STECK -- read once and referred to the Committee on Higher Education AN ACT to require the education department, in consultation with the department of labor and any other entity the education department deems appropriate, to produce an annual report regarding state work- force projections and education credential production; and providing for the repeal of such provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. To the extent practicable within available resources and 2 subject to the availability of data currently collected by and accessi- 3 ble to state agencies, the education department, in consultation with 4 the department of labor and any other entity the education department 5 deems appropriate, shall produce an annual report regarding state work- 6 force need projections and credential production. The report shall: 7 a. indicate the state's anticipated workforce needs for the three-year 8 period following the report and the number of degrees, certificates, and 9 other credentials that public and private institutions of higher educa- 10 tion, private occupational schools, local community colleges and area 11 vocational schools expect to issue over the three-year period following 12 the report; 13 b. to the extent provided by sources external to the education depart- 14 ment, indicate the state's anticipated number of degrees, certificates 15 and other credentials that high school vocational programs, apprentice- 16 ship programs and other public or private workforce training programs 17 expect to issue over the three-year period following the report; 18 c. identify any workforce needs, including areas of specialization and 19 levels of experience within a particular vocation, that may not be met 20 by the education, training, and apprenticeship programs; EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD00877-01-7A. 2056 2 1 d. identify institutions that currently provide career and technical 2 education, including any primary or secondary programs that issue certi- 3 fied degrees or diplomas in any career and technical education programs, 4 and determine whether such programs are assisting in filling workforce 5 needs and whether additional career and technical education programs 6 would help fill identified workforce needs; 7 e. identify institutions, public or private, that can meet the work- 8 force needs through expansion of existing programs or by developing new 9 programs. The education department, by January 15 of each year, begin- 10 ning in 2019, shall provide a copy of the report to the higher education 11 committees of the assembly and the senate, or any successor committees, 12 to the commerce, economic development and small business committee of 13 the senate, or any successor committee, to the economic development, job 14 creation, commerce and industry committee of the assembly, or any 15 successor committee, and to the governor; and 16 f. determine whether the education department, in conjunction with the 17 department of labor, can make future information, studied and provided 18 for under this act, available on a real-time basis, including a determi- 19 nation of the funds needed to implement such a system, the ability of 20 current technology to accomplish real-time reporting, the need for any 21 new technology to aid in real-time reporting, and the benefit provided 22 to employers, employees, and educators in providing such information on 23 a real-time basis. 24 § 2. The education department shall send the report to every public 25 post-secondary institution governing board in the state and to public 26 school districts and charter schools in the state. The report shall also 27 be available to private schools within the state upon request and shall 28 be made available on the website maintained by the education department. 29 § 3. This act shall take effect immediately and shall expire and be 30 deemed repealed three years after such date.
