        AN ACT to establish the space exploration task force
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. a. A temporary task force, to be  known  as  the  temporary
     2  task  force  on space exploration, is hereby created to study the poten-
     3  tial for economic opportunities, ensuring the future survival of humani-
     4  ty and developing strategic advantages for this state by means of evolv-
     5  ing space technology. Such task force shall be comprised of  appropriate
     6  state  agency personnel, scientists, and an expert in the field of space
     7  exploration.
     8    b. The task force shall be comprised of:
     9    (i) two members appointed by the governor;
    10    (ii) two members appointed by the temporary president of the senate;
    11    (iii) two members appointed by the speaker of the assembly;
    12    (iv) one member appointed by the minority leader of the senate; and
    13    (v) one member appointed by the minority leader of the assembly.
    14    c. The task force shall:
    15    (i) examine and evaluate the economic opportunities provided by  space
    16  exploration in other countries;
    17    (ii)  identify  the potential effects of the discovery and exploration
    18  of celestial structures in outer space by means of evolving space  tech-
    19  nology; and
    20    (iii) make recommendations on how to utilize space exploration for the
    21  purposes of advancing scientific research, exploring new economic oppor-
    22  tunities,  ensuring the future survival of humanity and developing stra-
    23  tegic advantages within the state.

     1    d. Such task force shall submit a report,  on  or  before  January  1,
     2  2020,  to  the governor and the legislature of its findings, conclusions
     3  and recommendations, and legislative  and  regulatory  proposals  deemed
     4  necessary to implement such recommendations.
     5    § 2. This act shall take effect immediately.
