          referred to the Committee on Governmental Operations

        AN ACT to direct the office of fire prevention and control to conduct  a
          study which evaluates the minimum recommended qualifications to becom-
          ing a volunteer firefighter

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The office of fire prevention and control shall  conduct  a
     2  study that examines and evaluates the recommended minimum qualifications
     3  for volunteer firefighters.
     4    (a)  The  type  of  settings included in the study shall be subject to
     5  funds available but include, at minimum, the coursework required to test
     6  for the Firefighter certification, or the Firefighter Recruit I  and  II
     7  certifications,  as  defined  in  part  426  of title 19 of the New York
     8  Codes, Rules and Regulations, the recommended number of hours of  train-
     9  ing,  availability  of  training  courses and resources, availability of
    10  trainers, and minimum qualifications for trainers.
    11    (b) The study shall take  into  account  factors  including,  but  not
    12  limited  to:   geographical region, prominent industries in that region,
    13  demographics of populations and demand for volunteer firefighters.
    14    § 2. Within twelve months of the  effective  date  of  this  act,  the
    15  office  of  fire  prevention and control shall submit a report detailing
    16  the findings of the study to the governor, the  temporary  president  of
    17  the senate, and the speaker of the assembly.
    18    § 3. This act shall take effect immediately.
