       AN ACT to amend the public health law, in  relation  to  limitations  on
         state aid
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Subdivision 2 of section 616 of the public health  law,  as
    2  added by chapter 901 of the laws of 1986, is amended to read as follows:
    3    2.  No payments shall be made from moneys appropriated for the purpose
    4  of this article to a municipality for contributions by the  municipality
    5  for  indirect  costs [and fringe benefits, including but not limited to,
    6  employee retirement funds, health insurance  and  federal  old  age  and
    7  survivors insurance].
    8    S  2. This act shall take effect on the first of January next succeed-
    9  ing the date on which it shall have become a law, except that any  rules
   10  and  regulations  necessary for the timely implementation of this act on
   11  its effective date shall be promulgated on or before such date.
