     Recognizes professionalism and nonpartisanship of OLS and essential service it provides to Legislature.

A Senate Resolution recognizing the professionalism and nonpartisanship of the Office of Legislative Services and the essential service the Office provides to the members and staff of the Legislature.

 

Whereas, The New Jersey Office of Legislative Services (OLS) was created by law more than 30 years ago to serve as the professional and nonpartisan agency of the New Jersey Legislature; and

Whereas, In that role, the OLS provides services to the Legislature and its officers, members, committees, and commissions that include legal and fiscal analysis, research, bill drafting, committee staffing, and public information programs and publications; and

Whereas, The OLS has a long-standing and broadly-recognized reputation for professionalism, confidentiality, integrity, and nonpartisanship which, since its inception, has earned it the trust and respect of leaders and members of both Houses of the Legislature, irrespective of political affiliation; and

Whereas, The OLS is overseen by the Legislative Services Commission, a bipartisan body consisting of eight members of each House of the Legislature appointed by the respective presiding officers thereof with recommendations by the minority leaders; and

Whereas, Recently, statements were made critical of the OLS's analysis of the State's structural deficit, questioning the independence, integrity and nonpartisanship of that analysis, thereby questioning the nonpartisanship and reputation of OLS as a whole and the integrity of the Legislative Services Commission; and

Whereas, This House believes that these comments made concerning OLS were inappropriate and without basis; and

Whereas, This House strongly believes in the professionalism and nonpartisanship of the OLS and appreciates the essential service it provides to the members and staff of this House and the entire Legislature; now, therefore,

 

     Be It Resolved by the Senate of the State of New Jersey:

 

     1. This House recognizes the professionalism and nonpartisanship of the Office of Legislative Services and the essential assistance that the Office provides to the members and staff of this House and to the entire Legislature.

 

     2. A duly authenticated copy of this resolution, signed by the President of the Senate and attested by the Secretary thereof, shall be transmitted to each member of the Legislative Services Commission.


STATEMENT

 

     This Senate Resolution expresses the Senate's recognition of the professionalism and nonpartisanship of the Office of Legislative Services and the essential service it provides to the members and staff of this House and to the entire Legislature.
