STATE OF NEW JERSEY

SYNOPSIS

     Memorializes American College of Obstetricians and Gynecologists to adopt and promote certain recommended clinical protocols for obstetrical care.

A Senate Resolution memorializing the American College of Obstetricians and Gynecologists to adopt and promote certain recommended clinical protocols for obstetrical care.

 

Whereas, Deficiencies in the quality of prenatal care can have devastating consequences for a mother and her newborn child; and

Whereas, According to information posted by the American College of Obstetricians and Gynecologists (ACOG) on its Internet website, the majority of the resources available to ACOG are "dedicated to advocating for quality health care for women, maintaining the highest standards of clinical practice and continuing education and stimulating patient understanding of and involvement in medical care and increasing awareness among members and the public of the changing issues facing women's health care"; and

Whereas, It is manifestly in the interest of advancing the public health for ACOG to take the lead role in promoting the highest quality of obstetrical care; and

Whereas, ACOG is uniquely qualified to take all necessary practicable actions to ensure the highest quality of care among its practitioners and minimize the occurrence of the kinds of horrific incidents that can raise concerns among members of the general public about quality-of-care issues relating to a woman's pregnancy and delivery; and

Whereas, This House believes it is appropriate to make a public statement of the need for ACOG leadership in furthering the highest professional standards of obstetrical care; now, therefore,

 

     Be It Resolved by the Senate of the State of New Jersey:

 

     1.    This House respectfully memorializes the American College of Obstetricians and Gynecologists to adopt and promote recommended clinical protocols for obstetrical care that include:

     a.     the use of written guidelines to better differentiate between patients who are at high risk for pregnancy-related complications and those who are not;

     b.    the provision of written information to pregnant women about the procedures utilized in their obstetrician's clinical protocols based upon whether they are determined to be at high risk for pregnancy-related complications or not;

     c.     the provision of written information to pregnant women about the increasing risk of complications beyond the 40th week of pregnancy;

     d.    the provision of written information to pregnant women about the available options, clinical procedures, and any associated risks relating to the use of inducements, cesarean section delivery and vaginal delivery;

     e.     the provision of written information to pregnant women regarding directions for use, warnings and possible side effects of any prescription drug administered by the hospital or physician, except as provided in the course of surgery or in a medical emergency; and

     f.     required ongoing and regular consultation, throughout the course of a woman's pregnancy, between her obstetrician and any other physician caring for her in connection with her pregnancy, to ensure the use of appropriate clinical procedures that will maximize the chances for the safe and successful birth of her child.

 

     2.    Duly authenticated copies of this resolution, signed by the President of the Senate and attested by the Secretary of the Senate, shall be transmitted to the President of the American College of Obstetricians and Gynecologists.

 

 

STATEMENT

 

     This resolution respectfully memorializes the American College of Obstetricians and Gynecologists to adopt and promote certain recommended clinical protocols for obstetrical care as stipulated therein.

     These include:

·   the use of written guidelines to better differentiate between patients who are at high risk for pregnancy-related complications and those who are not;

·   the provision of written information to pregnant women about the procedures utilized in their obstetrician's clinical protocols based upon whether they are determined to be at high risk for pregnancy-related complications or not;

·   the provision of written information to pregnant women about the increasing risk of complications beyond the 40th week of pregnancy;

     This resolution is in honor of the memory of Ryan Jackson of Point Pleasant Beach, New Jersey.
