STATEMENT

This resolution restores the amount of an item of appropriation in the annual appropriations act for fiscal year 2012 that was reduced by the Governor's line-item veto.

The Grants-In-Aid line-item appropriation to the Higher Education Student Assistance Authority, located in but not of the Department of State, for Part-Time Tuition Aid Grants for County Colleges was reduced by the Governor by $2,068,000 to $9,611,000 in accordance with the Governor's veto statement of June 30, 2011.

The Legislature seeks through this concurrent resolution to restore the full amount of funding that was recommended for appropriation ($11,679,000) to the Higher Education Student Assistance Authority for Part-Time Tuition Aid Grants for County Colleges as proposed in the Governor's budget recommendations of February 22, 2011.

The Part-Time Tuition Aid Grants for County Colleges is administered by the Higher Education Student Assistance Authority, and provides financial assistance to qualified part-time students enrolled at New Jersey's county colleges.  The part-time grant awards are pro-rated against full-time Tuition Aid Grant awards, and are renewable annually based upon the continued eligibility of the student.  Award amounts vary depending on the financial need of the student, cost of attendance, and the availability of funding for grants.

The restoration of State funding as provided for by this resolution will enable the Higher Educational Student Assistance Authority to assist a greater number of part-time students attending New Jersey's county colleges in their pursuit of higher education.
