SYNOPSIS

     Requires hospitals to annually complete Leapfrog Hospital Survey.

An Act concerning hospital data reporting and supplementing Title 26 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  a.  Each general hospital licensed pursuant to P.L.1971, c.136 (C.26:2H-1 et seq.) shall annually complete the Leapfrog Hospital Survey or a comparable or successor survey as may be designated by the Commissioner of Health.  A survey shall not be deemed completed for the purposes of this subsection unless the hospital fully and accurately responds to each question included in the survey.

     b.    In the event that a hospital fails to comply with subsection a. of this section, the total amount of State funding that would otherwise be granted or provided to the hospital shall be reduced by 2 percent in the next fiscal year.  The percent reduction in State funding assessed for failure to comply with subsection a. of this section shall double for each consecutive year during which the hospital continues to fail to meet the requirements of subsection a. of this section.

 

     2.    The Commissioner of Health, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), may adopt such rules and regulations as may be necessary to implement the provisions of this act.

 

     3.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires hospitals to annually complete the Leapfrog Hospital Survey, or a comparable or successor survey as may be designated by the Commissioner of Health.  A survey will not be deemed complete unless the hospital provides a full and accurate response to each question in the survey.  A hospital that fails to complete the survey will have the State funding it would otherwise receive in the next fiscal year reduced by two percent; the percentage reduction will double for each consecutive year during which the hospital continues to fail to complete the survey.

     The Leapfrog Group is a nonprofit organization dedicated to promoting safety, quality, and transparency in the provision of health care in the United States.  The Leapfrog survey assigns patient safety grades to hospitals and summarizes hospital performance data according to inpatient care management, medication safety, maternity care, infections and injuries, pediatric care, surgeon volume, and surgical appropriateness.

     It is the sponsor's belief that requiring hospitals to fully participate in the Leapfrog Hospital Survey will help improve the quality and safety of patient care in the State.
