SYNOPSIS
Changes date of 2013 general election from November 5th to October 16th.

An Act changing the date of the 2013 general election from November 5th to October 16th.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. Notwithstanding the provisions of any other law, rule, or regulation to the contrary, the general election scheduled to be held on November 5, 2013 shall instead be held on October 16, 2013.
b. The Secretary of State shall:
(1) make such adjustments to the statutory law governing the administration of the general election, as provided by Title 19 of the Revised Statutes, as may be necessary to effectuate the purposes of this act; and
(2) provide appropriate notice to State, county, and local officials and to the general public as to the change of the date of the general election in 2013 required by this act.
2. This act shall take effect immediately.
STATEMENT
This bill changes the date of the 2013 general election from November 5th to October 16th. The New Jersey Constitution provides that general elections will be held on the first Tuesday after the first Monday in November but that "the time of holding such elections may be altered by law." N.J. Const., Art. II, Sec. I, par 1. Thus, the constitution permits the change authorized by this bill. Moving the date for the 2013 general election to October 16 means that the general election will be held on the same day as the special election called by the Governor to fill the vacancy in this State's representation in the United States Senate.
The also bill directs the Secretary of State to:
(1) make such adjustments to the statutory law governing the administration of the general election, as provided by Title 19 of the Revised Statutes, as may be necessary to effectuate the purposes of the bill; and
(2) provide appropriate notice to State, county, and local officials and to the general public as to the change of the date of the general election in 2013 required by the bill.
