SYNOPSIS

     Authorizes special Distinguished Flying Cross license plates.

An Act providing for the issuance of special license plates to Distinguished Flying Cross recipients and supplementing chapter 3 of Title 39 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  Upon application of any person who is the holder of a Distinguished Flying Cross as certified on the applicant's DD-214 form or on a Certificate of Release or Discharge from Active Duty, the chief administrator shall issue, for the motor vehicle owned or leased by the person, distinctive plates bearing a design approved by the chief administrator, in addition to the registration number and other markings or identification prescribed by law. The plates shall bear the words "Distinguished Flying Cross" and depict the Distinguished Flying Cross emblem.

     b.    There shall be a fee of $15 to the applicant for these special plates in addition to the fees otherwise prescribed by law for the registration of motor vehicles. The chief administrator shall retain from the fees such sums as are necessary to provide for all costs incurred by the commission in producing and issuing Distinguished Flying Cross license plates.

     c.     The surviving spouse of a deceased recipient of the Distinguished Flying Cross who is eligible to operate a motor vehicle in this State under the provisions of R.S.39:3-10 may retain the special license plates obtained by the deceased spouse pursuant to this section for display on a motor vehicle registered to the surviving spouse under the provisions of R.S.39:3-4.

     d.    The chief administrator may promulgate rules and regulations governing the issuance and use of these registration plates.

 

     2.    This act shall take effect on the first day of the seventh month after enactment.

 

 

STATEMENT

 

     This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to issue special license plates to recipients of the Distinguished Flying Cross, a United States military decoration awarded for heroism or extraordinary achievement in aerial combat. Current law provides for the issuance of special plates to recipients of the Silver Star, a United States military decoration awarded for gallantry in action.

     The license plates authorized by this bill would bear, in addition to other markings or identification prescribed by law, a design approved by the chief administrator that includes the words "Distinguished Flying Cross" and depicts the Distinguished Flying Cross emblem. An applicant for the special plates would be charged a fee of $15 in addition to the normal registration fee. The $15 fee would be retained by the chief administrator to provide for the commission's costs in producing and issuing the license plates.

     The bill would allow surviving spouses of deceased Distinguished Flying Cross recipients to retain the special license plates.

     The bill authorizes the chief administrator to promulgate rules and regulations governing the issuance and use of these plates.
