SYNOPSIS

     Prohibits counties and municipalities from regulating campaign contributions and expenditures for candidates seeking elective public office.

An Act concerning campaign contributions and expenditures and supplementing P.L.1973, c.83 (C.19:44A-1 et seq.).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a. The Legislature finds and declares that the State has a compelling interest in providing Statewide uniformity in the area of campaign contributions and expenditures for a candidate seeking elective public office in a county or municipality in this State, and that the Election Law Enforcement Commission established pursuant to P.L.1973, c.83 (C.19:44A-1 et seq.) is the most appropriate government entity to regulate with respect to campaign contributions and expenditures for candidates seeking elective public office.

     b.    No county or municipality shall adopt an ordinance or resolution imposing an obligation with respect to campaign contributions and expenditures upon any candidate seeking elective public office, or shall require a candidate to provide reports, records, notices, or documents required to be filed with the Election Law Enforcement Commission pursuant to P.L.1973, c.83 (C.19:44A-1 et seq.).

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill prohibits a county or municipality from adopting an ordinance or resolution imposing an obligation with respect to campaign contributions and expenditures upon any candidate seeking elective public office, or requiring a candidate to provide reports, records, notices, or documents required to be filed with the Election Law Enforcement Commission pursuant to P.L.1973, c.83 (C.19:44A-1 et seq.).
