SYNOPSIS

     Requires electric public utilities to provide electric circuit maps to municipalities every five years.

An Act concerning electric circuit maps and supplementing Title 48 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    As used in P.L.    , c.    (C.        ) (pending before the Legislature as this bill):

     "Board" means the Board of Public Utilities or any successor agency.

     "Electric circuit map" means a map in printed or electronic form that shows the entire electric distribution system within a municipality and allows a user to follow the electric circuitry of each individual street of that municipality.

     "Electric distribution system" means that portion of an electric system which delivers electric energy from transformation points on the transmission system to points of connection at the premises of utility customers.

     "Mayor" means the mayor or chief executive officer of the municipality, as appropriate to the form of government of the municipality.

     "Utility" means an electric public utility, as that term is defined in R.S.48:2-13, that transmits and distributes electricity to end users within this State.

 

     2.    a.  Within 90 days after the effective date of P.L.    , c.    (C.        ) (pending before the Legislature as this bill), and once every five years thereafter, a utility shall create and provide to the mayor of each municipality within its service territory a copy of its electric circuit map within that municipality.

     b.    The provisions of this section shall not affect any board regulation requiring a utility to maintain an outage management system which is capable of digitally mapping the utility's entire electric distribution system.

 

     3.    This act shall take effect 60 days following the date of enactment.

 

 

STATEMENT

 

     This bill requires an electric public utility (utility) to create and provide to the mayor of each municipality within its service territory a copy of its electric circuit map within that municipality within 90 days after the effective date of the bill and once every five years thereafter.  The map is to be in printed or electronic form showing the entire electric distribution system within a municipality and would allow a user to follow the electric circuitry of each individual street of that municipality.  The bill is not to affect any Board of Public Utilities regulation requiring a utility to maintain an outage management system which is capable of digitally mapping the utility's entire electric distribution system.
