     Encourages local parent teacher associations and organizations to raise funds to acquire automated external defibrillators for use in schools.

An Assembly Resolution encouraging local parent teacher associations and organizations to raise funds to acquire automated external defibrillators for use in schools.

 

Whereas, An automated external defibrillator (AED) is a device used to assess a person's heart rhythm, and if necessary, to administer an electric shock to restore a normal rhythm in victims of sudden cardiac arrest; and

Whereas, Equipping schools with AEDs is vital to ensuring the health and safety of students, faculty, and members of the public who attend school events; and

Whereas, As many as one in five hundred children may suffer from cardiac myopathies in which the heart muscle is unusually thick, and this often undetected condition can lead to cardiac arrest and sudden death; and

Whereas, An estimated 7,000 to 10,000 children die in the United States from sudden cardiac arrest each year; and

Whereas, When a person suffers a sudden cardiac arrest, chances of survival are reduced by 7 to 10% with every minute that passes without cardiopulmonary resuscitation and defibrillation, and a shock delivered by an AED within three to five minutes may save a person's life; and

Whereas, The American Red Cross estimates that 50,000 lives could be saved each year if AEDs were widely used; and

Whereas, Several organizations are dedicated to raising public awareness of the importance of equipping schools with AEDs, including the Janet Zilinski Memorial Fund, which was established in memory of 11-year-old Janet Zilinski, who died after collapsing during cheerleading practice where there was not an AED available; and

Whereas, In order to prevent such future tragedies and ensure that all necessary precautions are taken to provide for the health and safety of students, faculty, and members of the public who may suffer from sudden cardiac arrest, it is imperative that schools be equipped with AEDs; now, therefore,

 

     Be It Resolved by the General Assembly of the State of New Jersey:

 

     1.    This House encourages each local parent teacher association and organization to raise funds to acquire automated external defibrillators for use in schools to address emergency situations of sudden cardiac arrest that may occur in students, faculty, and members of the public and to prevent the tragic loss of lives.

 

     2.    Duly authenticated copies of this resolution, signed by the Speaker of the General Assembly and attested by the Clerk thereof, shall be transmitted to the New Jersey PTA, New Jersey School Boards Association, and the State Board of Education which is urged to distribute this resolution to each local parent teacher association and organization.

 

 

STATEMENT

 

     This Assembly resolution encourages local parent teacher associations and organizations to raise funds to acquire automated external defibrillators (AED) for use in schools.  An AED is a device used to assess a person's heart rhythm, and if necessary, to administer an electric shock to restore a normal rhythm in victims of sudden cardiac arrest.

     When a person suffers a sudden cardiac arrest, the chances of survival are reduced by seven to 10 percent with every minute that passes without cardiopulmonary resuscitation and defibrillation, and a shock delivered by an AED within three to five minutes may save a person's life.  In order to ensure that all necessary precautions are taken to provide for the health and safety of students, faculty, and members of the public, it is imperative that schools be equipped with AEDs.
