Whereas, The New Jersey Register of Historic Places is the official list of New Jersey's historic resources of local, State, and national interest; and

Whereas, Created by P.L.1970, c.268 (C.13:1B-15.128 et seq.), the New Jersey Register of Historic Places is closely modeled after the National Register program, and both Registers have the same eligibility criteria, nomination form, and review process; and

Whereas, New Jersey's Historic Preservation Office (HPO), located within the Division of Parks and Forestry in the Department of Environmental Protection, administers a variety of programs that offer protection for historic properties and serves as the staff for the State Historic Preservation Officer; and

Whereas, The HPO evaluates applications for the listing of eligible properties on the New Jersey Register of Historic Places and presents those applications to the New Jersey State Review Board for Historic Sites for approval; and

Whereas, The City of Perth Amboy in Middlesex County has a long, rich history, dating back to December 8, 1651, which includes being home to the only official Royal Governor's Mansion still intact since Colonial days, commonly known as the Proprietary House, and the oldest City Hall in continuous use in the country; and

Whereas, It was in Perth Amboy City Hall that the State of New Jersey became the first state in the country to ratify the Bill of Rights on November 20, 1789, and this event is commemorated by the Bill of Rights Arch, located in Market Square Park; and

Whereas, Market Square Park, commonly referred to as City Hall Park or City Hall Circle, celebrates and stands as a monument to the City of Perth Amboy's historical significance, and contains the Bill of Rights Arch and an exact replica of the Liberty Bell; and

Whereas, It is altogether fitting and proper to recognize the historical significance of the Market Square Park in the City of Perth Amboy, Middlesex County by including it on the New Jersey Register of Historic Places; now, therefore,
